Chief Engineer and Surveyor has prepared a
report showing the necessity of culvertin',' Co-hockt-iiik
creek, from Front street eastward to
tho Delaware river. He sajs it is not only neces
sary tor the benctit of the immediate neighbor
hood of tho creek, which is now a lilthy,
noiBome ditch, the emanations from which pol
lute the atmosphere tor a great distance from its
iwnieditits course, but lrom the lact that it Is
impossible to prevent the accumulation of de
posit in it, thus raising its level above that of the
two large arterial sewers emptying into it,' an I
red uciiig their capacity iully one-half; it is the
cause of lieiuent floo'dings at the low paints
upon thepe main sewers, subjecting the resi
dents lo great loss, which the city is continually
being called upon and required, by results of
suits at law, to reimburse. The sewer to be
built will be about 1700 teet long, 830 feet of
which will have to be a douulo sewer, 11 teet
in Uiiinieter; 870 feet of tho sewer will have to
be 10 feet in diameter. A culvert, 4 feet in
diameter, from Laurel street, castwardon creek,
a distaiee of 1300 teet, will also bo required.
The entire cost of the work will be about

The Engineer in bis report rcfeTs to projects
for the Improvement of the drainage ol the area
delivering into the Cohocksuik. He says "that
at Third and Culvert streets, and St. Jbhn'i and
Beaver streets, are two points subject to con
tinued overflow." It is proposed to provide tor
these by changing the locution of sewers some
what, and turning the flow lrom Parrih street
upon Culvert street into Heaver street at Fourth;
thence by .beaver and OUcr streets to tho Or
mantown avenue. The Hooding at Tenth and
Parrish ttreets could be prevented, says the
Chief, by constructing a sewer upon lb-own
street, westwaid from Franklin to Twelfth
street, thus intercepting the drainage from the
area Eouth of Brown street. The cost ot these
sewers would be about $25,000. j
The Fiee Depaetment. Tho steamer
beloncrinir to the Northern Liberty Hose Com
pany has been thoroughly repaired, and at a
xnal last week a stream was thrown 270 1 feet,
through a 14 inch nozzle. The water was drawn
lrom i he river.
The members of the Fairm mnt Steam Forcing
Hose Company turned out yesterday afternoon
and attended the funeral of John E. Clopp, one
ot their members.
The Sloyamensine nose Company obtained
$37!'0 bv two balls given by them.
The Philadelphia Hose and Steam Fire Engine
Company have purchased tho horses belonging
to the Hibernia Engine Company. Tue price
paid was $600. , '
The Falrmount Engine Company of this city
are to receive a pair of fine horses, as a present
from the Liberty KirA Company of Iteading, Pa.
The vote for therose carriage at.' National
Guards' Hall, on Saturday night, was a follows:
Columbia Hose, 130; Vigilant, 111; Fairmount
Engine, 30; Hibernia, 19; Assistance, 81; Nor
thern Liberty Engine, No. 1, 2; Humane, South
Penn, and tloyamensing, 1 each.
A New College. The Ilicksite branch
of the Society of Friends are about to erect a
new buildiuu for college purposes. The locality
selected for the building is We&tdale Station, ou
the Media llailroad. It udioins the venerable
college In which the anlst.-Benjamin .West,
first drew breath. The completion of the editlce
will require two years. It will cost $ 200,000.
The brick will be burned on the spot.' Though
' iu completion is somewhat remote, it will be
under roof beiore the lroHt- of the eominar au
tumn chill the laborers engaged in its cousiruc
tion. The drawings exhibited show a building
that would do credit to any association what
ever. A main building ot 108 by ti8 feet is
flunked ou either side bv wiiifrs, which In turn
terminate in handsome bui'dmgs t)6 by 41 feet
in dimensions. The plans provide for a perfect
and faultless structure, inio which every modern
improvement is intrjduced, and whose light and
ventilation are furnished upon the most ap-
, rrve(l and scientific principle. The drawings
show a building whose dome in tho centre is
120 fei-t hijih, and the whole will be constructed
in a style at once substantial and picturesque. :
The Quarter Skksions Fee Brin
Durlng the February torm ot the Court of Quar
ter Sessions, the Grand Jury acted upon tive
Lundred aud ehrhty bills ot indictment. Ot thin
number two huudred end eighty-nine wcro i '-
nored, leaving two hundred and ninety-one
which were returned to Court as true bills. In
the trial of these cases one hundred and thirtv
ono were declared not guilty. The fee bill for
- the term was as follows: District Attorney's fees

At the Navt Yard. There are about
1200 men employed tn the Navy Yard, the me
chanics chiefly on the new nhipa Atdietam and
Fuxhmataha. The first named, which ia being
constructed in the large lUinhouse, baa her
frame partlv up: the work on the other vessel
is rapidly progressing. The new storehouses
have been taken possession ol. and aHord
lantely Increased accommodations - lor the

about one o'clock on Sunday morning, several

Thomns Btnke wtis assaulted and robbed, early
on Sunday morning, near Sixth and Shlppen
streets, by three or lour young meu. Two men
were arrested on suspicion of bclnsr concerned
In the robbery, but were discharged by Alder
man Tittcrmar.y for the want ot testimony to
connect them with the offense.
A man was arrested on Sunday morning with
a lot of wet clothes in his possession, supposed
to havt been stolen from a wash-tub. They are
at the Second District Station. .
. Coroner's Cases. An old gentleman
named Peter Dross, nged seventy years, com
mitted suicide yesterday morning by taking
sulphate of copper. He was married, and re
sided with his son, at Ro, 313 Clark street.
Second Ward. The Coroner held an Inquest ou
the body. From the evidence elicited, it ap
pears tliat tho deceased had been in low spirits
lor some time, and while in this condition he.
made way with his life. A verdict In accord
ance with the facts was rendered,
Alleged Fioitite from Justice. A
woman named Annie Schniidt, charged with
having committed a number of larcenies In the
city ol New York, was arrested yesterday morn
ing in Camden, N. J., by Detective Ollieer
Becker, of (he Jersey City Police.. Bad had
been entered for her appearance Bt Court. Ou
the day appointed for ncr trial, it was ascer
tained that she bad left the city. Tho matter
as placed in the hands of ODicr Becker, who
traced her to this city. On his arrival he found
that die had departed for some other point.
Alter searching around for tvo days, he ascer
tained that she was stopping at a house In Cam-'
di n. He proceeded at once to that city, and
took the alleged fugitive iuto custody. She will
be Bent to New York to-day. ...

stenmship lioman, built at tho jard ot John W.
Lynn, loot of Reed street wharf, will be
launched to-morrow (Tuesday) morning at ten
o'clock. She is hand.-oniely constructed, and is
im tons burden. Ikr lentrlh is 240 feet over
nil; breadth of beam, 38; and depth of hold, 25
feet. She is built for Henry Winor A Co., and
Is to be commanded by Captain Baker, lato the
populur commander of the t-teumship Aurman,
of the same line.
Goon News for Housekeepers. The
Department of Street Cleansing bus issued a
nonce that ou and after to-duy the contractors
will begin to remove ashes on specified days iu
each week, for the different wards. The iitdies
ninst not be allowed to remain on the streets
except on the days appointed for removal, j Ne

cirTV. On the 14th instant will bo celebrated
the ninety-first anniversary ot this venerable
association. Prominent speakers will be pre
sent, and tho celebration, occurring on tho an
niversary of the assassination of Abraham Lin
coln, will possess peculiar interest. Generals
Butler and Sa.vton, and Senators Trumbull and
Maynard, will speak. '

Chesnut street is progressing quite rapidly at

average value, would be worth $200,000.
About one thousand volumes belonging to
the Eust Tennessee University at Knoxvillo have
been saved, and au effort is making to collect

The lailor at St Johnsbury, Yt., last week
suspecting that two of his prisoner were oon
coctmg some plan for escape, mada an exami
nation of their cell, and found that they had
taken the zinc from under the htove, and melting
it in the hollbw of a stove leg, had run a slung
shot in the ashes. They wero ready to knock
dow n their keeper and make their escape. Tho
timely discovery frustrated their plans.

quirements ot the said contracts, tno Mayor may,
bv writ'en notice to tbo smd contractor or con
tractors, forthwith and absolutely annul the said
contract or contracts, information whereof shall be
communicated to Councils at their noxt stated
meeting: Provided also, That the contractors for each
district si all give secant in the sum of twenty-five
thotf and dollars for the taitbftn perlormance of their
duties.
Section 2. That all the payments to be made nnder
ti e contrac'a to be entered iuto by virtue of tins
Ordinance, (ball be pay aide In wurranta, drawn by
the Mat or upon the City Treasurer, iu eUal monthly

Section 8. lbe Chief Inspector of Streets shall
overlook and supervise the work ol the contractors,
and report any neglect on their part to the Mayor,
and to the Committee on Street Cleansing, and
notify the contractor or contractors ot bis or their
ui gleet If, after such report and notice, the con
tractors, or any ot them, shall not immediately
n nirdy the complaint, the Uomiaittea ou Street

tion whatever, relating to said coutracU,, or
