compensation in the moderate freight charred, ani

The Committee on Foreign Affairs were to
have had a meeting yesterday, to consider the
question of the guarantee to the Juarlst loan,
but so little Interest is felt in the question that a
quorum of the Committee were not in attend,
anco. No credence whatever Is placed in Ro
mero's news about the alleged evacuation of
Chihuahua by the French. Tbe military situa
tion In Mexico is known to be entirely lavorable
to tbe Imperialist forces.
A Sew Bevenne Stamp.
The Treasury Department is now printing In
crecn ink a new revenue stamp for imported
cigars, of a very pretty design, and rendered
by an artistic combination exceedingly difficult
to counterfeit.

equalization of bounties, and modification of
hi'.eniol taxation on breweries.

Mr. Priee (Iowa), from the Pacific Railroad
Committee, reported back a bill to aid in tho
construction ot the Kansas and Neosho Valley
Railroad, connecting the Great Lakes, Iowa,
Missouri, and Kansas with Texas and the Gulf
ot Mexico, which was ordered to be printed and
recommitted.
Mr. jUnky (Ohio) Introduced a resolution,
which was adopted, requesting the Secretary of
War to furnish the House with such iiitoruiatiou
as may be in his possession as to the amount ot
money necessary for the improvement of tne
harbor of Maumee bay and Maamee river, at the
city of Toledo, Ohio.
Air. Griswold (N. Y.) introduced a resolution,
which was adopted, Instructing the Committee
on Naval Aflairs to inquire into the propriety ot
locating a Navy Yard on the Hudson river, op
posite the village of Hustings, and to report by
bill or otherwise.
Mr. fetovens (Pn.) Introduced a resolution,
which was adopted, requesting the Secretary of
the Interior to report the expenditure made
under his direction in conformity with the fifth
section of tbe Indian appropriation bill ot
March 3, 18C5, SDecitytng the amount of each
appropriation expended, for what Indians and
ior what objects disbursed.
The House then proceeded during the morn
intr hour, to the call of the Committee for
reports of a private chnracter.
Amoncst the other bills reported and passed
was a loint resolution reported by Mr. Ulna bain,
Irom the Committee on Military Affairs, tor the
relief of certain officers of the army.
The joint resolution provides that in every
case in which a commissioned officer actually
entered on his duties as such commissioned
officer, and was entitled by law to be mustered
in as such, but by reason of capture by
the enemy, or other causes beyond his
control, and without fault or neglect
ot xiia own. was not mustered accord
ing to the regulations, within a period of
not lees man thirty ciii.vs, tne pay department
shall allow to such' oflicer lull pay and emolu
ments, from the date on which such oilicer
actually entered on such duy, deducting Irom
the amount paid all pay actually received by

Mr. Blaine withdrew his amendment, and the
bill and amendments were reported to the

A Committee of three was appointed to arranre
the period lor tbe holding of the several anniver
saries and preaching the Conference sermons and
sessions lor lbtiT, as follows Rev. T. C. Murphy
and Drs. Ilodson and Durbtn.
1 he first business this morning was the report of
the Committee on Military statistics.
They stated that having no documents presonted to
them by which they could make up tholr report, t aoy
wished to be discharged. After a short discussion
It was ordered that tho Committee should be bold
over until next session.
Bishop Ames then put tho question Whore shall
the next Conference te held? '
It was finally decided that tho next session should
be held in Hanisburg. ,
The Commit.ee on Church Debts were e xcusod
from making 'htir report at the presout tune,
The memoirs of the Church were then road. Tho
first one being that of Roy. Mr. Barnes, who died
during the past ear. The record of hts life showed
that it had btena useful one, and that during the
entire perfcd no blemish was found on his oharactor
to prevent bis usefulness as a minister of tbe gospel.
He was tbe oldest effective memuer of the Philadel
phia Conference. A copy ot tbe memoir was or
dered to be sent to tbe Christian Advocate tor publi
cation. The next memoir was that of Boy. Dr. Landon,
who was born In tho year 1794. He labored with
diligence in tbe wei k in which ho bad enlisted, and
was several times appointed Presiding Kider. His
ministry covored a term ot forty-two years in the
Philade'lptjiaConference His minitsrations were satis
factory to the church.
On motion, tbe memoir was recommitted to Key.
Mr. Thompson, with a request that be prepare it
with his own taste.
Ihe memoir ol Rov. Samuel J. Connor was next in
order. I be memoir was approved.
Rev. Mr. Mason lQce to ask lor a location for Rov.
R. W. Jones. It was granted.
Rev. Mr. Thompson asked tor permission to pre
sent the recommendation ot Knoon tiiuobs, as a suit
able person lor the itinerant ministry, which was
gianted.
A similar recommendation was presented In bebalf
of Henry Vhlto, which was well receivedjby the
Conference. Ho was admitted on trial.
Rev. Dr. Castle presented a similar application
from Frederick M. Brady. Ho was admitted.
Rev. Mr. Ibompson piesentcd an application from
A. P. Halloway, a man icd man, with a wife and
three children. On motion the Presiding Eldor was
granted leave to witbdiaw this recommendation.

The "IIatdh Quistettk" with thr lw
SiKR. Certainly the most pleasant or all the
charming concerts with which the insane poor
of our city have beea favored, wa that of tae
"Haydn Quintette," last eventa?, at the Insane
Department ef the Philadelphia Hospital, and
Almsheuse. It was their third visit. The at
tendance was very large, and composed not
only of the leading dicers of the House wit a
their families, but of many of the most promi
nent citizens of West l'liilaselphla, including
several of its clergy.
Tbe patients, for whose benefit these affairs
have been gotten np, were in fall force. The
entertainment consisted of qulntettes.quartettes,
duetts, and solos, with instrumental accompany
ments.sonie ol which.to tbe infinite deltehtof the
auditory, were in conome. A platform bad been
erected to give eileet to the exhibition. The
principal artistes were Messrs. J. F. nope, L. K.
Mesinley, John Graff, Kupeae Magee, and J. N.
Aitken, and the regular.Quintette, assisted by
Messrs. E. S. Worrail, J. . Lncxenback, and E.
Covely, Mnsical Director.
Among the principal pieces were the "Sleigh
ride," by the Quintette, sleigh-bell accompani
ment, assisted by Messrs. Liickeuback, Covely,
and Miss Emma Pennell; the "Laugh of a
Child." trio, Miss Pennell, Mr. E. 8. Worrail, and
Mr. Hope organist, Mr. Covely; the "Ditcher's
Dg," comic, Mr. Mageej "Lady, Come te Me,"
composed by Ksstbuin, Qaintette, largely ap
plauded; the "Widow Ualone," Hope and Me
ginlcy; the "Old Country Party," Hope, encored,
followed by the celebrated "Hark, tbe Convent
Bells are Ringing," by the whole troupe, as
sisted by Miss Pennell.
At the termination of this delightfully ren
dered piece,qnite an unexpected event occurred,
which elicited transports of enthesiasm and de
light trom the assembled crowd.
Dr. 8. VT. Butler, so long and favorably
known as the Chief Resident Physician ana
knperiatendent ot the Insane Department,
stepped upon the platlorm, and presented Miss
Pennoll with a splendid highly wrought and
chased silver cake basket, to the entire a scop isk
ment and even contusion of the fair recipient,
who was wholly unaware of tbe honor pro
posed her, accompanying the silt with tbe lol
lowing address, which fully sets forth the in
debtednef s of the institution to this inoit amiable
and Christian young glndy :

Thanks were returned by William D. Baker,
Eeo.. one of the same choir to which Miss Pen
nell belongs, that of the Rev. Dr. Butler's, the
Presb terian Church, West Philadelphia, iu a
briol. 'but very uble and "telling" response. ' But
Dr. Butler did not stop here. Turning to Mr.
Dttker. and calling on Mr. J. L. Davis, tho
orcai fat ol the church spoken of, who, with
Miss Pennell. had assisted in forming the choir
of the insane, he presented each of the gentle
men with a bcautiiully embossed silver dessert
knile, bcariBg their several names engraved.
This added to the delight of the patients, all ot
whom regarded these gentlemen with no ordi
nary reverence, appreciating, as they one ana
all did, their weekly ellerts in their behalf.
During this interregnum Messrs. Meeiuley and
Magee weie costuming themselves, and' now
made their rather novel appearance in negro
character. Several scenes were given with much
eflect, "Heller's Second Siarht Outdone." Mr,
Hope acting as the Wizard; an exhibition of
Aiesmersm, witn nr. Aiaee tn a ctairvoyam
state, wPn "Lesions on the Banjo," Hope and
Mnpee, amusingly interrupted by Megiuley, who
kept time to the music, in tue reur oi tue per
formers, in an impromptu uegro dauce, half jig,

rocter. We never saw more genuine delight
than was expressed in the eves, looks, uud

Attempted Highway Robbery. Two
fciOiviituals, named John Smith and John
Cuant, v.ere arrested last nleht charged with
highwav robbery. It appeurs that a man was
kuockod down on Delaware avenue, near Dock
street, and robbed. The police were informed
of the fact, and a low tavern in the 'neighbor
hood was visited, in which thi' defendants were
lounrl. One of tbe piny, immediately on the
entrance of the police, was observed to sucrote
somr thing behind a cracker-box, which, on ex-,
aminntion, was found to be a roll ot uoies, which

child at the Thirteenth Police District Station
House, Twenty-first Ward. She gave the name
ol Elisabeth Donahue, and stated that she re
sided on Germantown road, near Jefferson street,
at St. Hans place. The Lieutenant ot the Dis
trict, after making Inquiries, fonnd out that she
aa not live mere, but resided in Doyicstown,
ducks county It seems that she was stopping
temporarily with a German family who reside
close by tbe Thirteenth District Station House,
and they, discovering ber condition, immediately
nastenea ner to that place.
