Largk Fenian Mektino at National
' Guards' Hall. Lmi cvenlnar a meeting at the
irienris of Jrmh Imlepenrteneo was helrf at Na
tional Guards' Hall. Long before the hour of
rcanizntion the larec tia'l was deniely crowded,
quite a number.oi' ladies bcinor present. "The
General Bhertuan Circle" came marching into
the hall with martial tniiKic. John Keeuaa
wa. chosen chairman, and Michael Nash secre
tary. Mr. James Gibbons made a few Introduc
tory remarks, after which ho Introduced to the
meeting Hon. Henry A. Worlbington, cx-Con-p-essmnii
from Nevada Territory, who was re
ceived with great applause.
lie said he was pleased to see such a laree
number ot Fenians present. Why should you
not succeed in the movement yon have inauau
rated? For almost three hnudred years vou
have been bowed down aud your nationality
gone; Englia functionaries appointed to admin
ister your laws. 1'ut away your humanism and
go into the light with Knpiand, and so strike
her that she may feel H. Build up yoar army,
atd thus testitV to your Fcnianistn. I don't
desire to see the United States or aay power
send ships of bread to England; but I do desire
to see the United States sotid cannon balls,
mime balls, etc. Into taeir inidpt. It you want
your Independence you must cct it at tie can
non's mouth. If the American Governnieut be
true to itself the American Government can
help you. We will cive ordura not to Interfere
with your gannoats. If we do interfere it will
be alter you have left th United States. If you
pet jour gniilxvits upon the ocean, we will have
one of our quick-pa;lini: vessels out to pick you
tip in case of accident, and protect yon as belli
gerents. If we do that, it will be an army in
Itself. I tell you, Irelutid, backed np by t h ,
American people, can whip a hall-do.en Eu!r
lunds. Who can doubt the success of your
caiiKe? lie true to yourself, and true to the
land of your lathers. You are seeking to obtain
the same great end, tnere'orc harmonize your
orennizatioiis, and pour out your money to 'pur
chase the Irish bonds. In the little town in
which 1 live there w a great Fenian sentiment
prevailing. The speaker concluded his remarks
amid great applause.
Captain Edwaid Powers wvs next Introdnced.
lie said: You are citizens ofthis great republic,
and as such many of you have defended the flag
of this country. A new issue Is offered, that
issue being the freedom of an Island, of a peo
ple, held by a Government who opposed the
.republic of America, and now we are prepared
to oppope that jGovernmeut on a principle of
riebt. We look to the extension of liberty. Wre
are met here to uight lor the purpose of commit
ting no act that will cause a marshal to Belze
you all, but we are assembled here to decide
what neutrality means. 11 it Is proper that
England should end out an Alabama, it is right
that the United States should send out a vessel
to destroy the commerce of England. When an
unjust partisan will eiiter into a ring to cripple
a great nation, It Is onr duty to stand and break
down that power. I care not lor the difference
of opinion. 1 'listened to the gentlemen who
spoke last night. Consider what you have to do.
The men w ho enlisted in18Gl went on an excur
sion. That excursion party was a lesson. The
battle of liull Run led to a'review of 70,000 men.
It j our men did so roach lor America, why not
do it lor the green flag of Ireland ? Do it, be
cause it Is for the liberation ot your native home.
Friends, purchase a rifle, learn to shoot, to tire,
and then you are masters ot England.
The Chairman here read a despatch from New
York stating that General Sweeney had left that
city at 6 o'clock.
Mr. W. F. Carlln wa9 next introduced, and
made an excellent address, giving a statement
ol the wrongs inflicted unon Ireland by the Eng
lish Government, aud In conclusion called upoa
all to secure Irish bonds, and thus eontribute to
the cause of redeeming Ireland. His remarks
were frequently applauded.
A gentleman In the audience made his way to
tho platform and handed iu five dollais towards
the cause, saying that he was good for five dol
lars a week lor one year.
Several other gentlemen came forward and
contributed money.
Colonel O'Keillv then mado a short address,
after which Air. Keenan recited a piece of poetry
on the Irish Rebellion of 170s.
A Mr. Johnson, during the course of his re
marks, was interrupted by great cheering. Gene
ral Sweeney having made his appearunce in the
hall. i
As soon as order was restored, the General
stepped forward anal said: Liidios and gentle
men, I wish I could tind words to express my
thanks for this hearty and cordial welcome. I
doubly appreciate it on account ot the cause in
win h it is given. I am glad I am here with you
now. I have come here to tell you that every
man must act at once. I have mvself been hard
at work for weeks paat. We bavo been, aud are
miikinir preparations In the great object. We
have already made large purchases ot arms.
Ireland is on the point of revolution. I hope
they will not lise at present. It is an attempt
on the part of Enefiind to mako her rise at
pr s nt by suspending the writ of habeas corpus.
I have said that wo must act at ouce, orthe
gioriouB opportunity may pass away. Nature
now gives us poutoon bridges, and we can ac
complish our object as sure as God's In
Heaven. We want "certain means to put
arms In the hands ot our friends.
While our friends are struggling in Ireland
we niimt strike tor tbem, and the ga-e will be In
our ou hands. There is no law to prevent a
United States ciii.en to carrying his arms
throughout the United States. We cannot orga
nize an army to leave tor war with another
nation. Canada is the point, she has a frontier,
and there are a hundred places to enter, ir the
enemy concentrate at one we can enter another.
Canada once in our possession, we will be Joined
In less than three months with Americans, and
we can get all the materials wo want. When we
conquer that territory we will demand the
United States to acknowledge us as belligerents.
England's weak point is Canada. Strike at
Ems land's commerce, and tint is her Tital point.
If Ireland was free Enalaud would sink to a
third iate power. Bring Euirland to terms by
striking at her commerce. Our opportunity is
now, whilo Ireland is struggling for existence.
This country is flooded with soldiers, and they
have their arms iu their possession. I have not
come here to make a speech, but for twenty
years I have been preparing to break the chains
of my native land. It has been my ambition to
see that green nag float over tny mitive land.
The Gcueral here conclude I, amid tremendous
at plause. Tho nicotine then adjourned.
Tub City to bi Cleaned. Yesterday
morning contracts for cleansing tho streets of
this city, and the lemoval ot all dirt, garbage,
offal, allies, dead animals, and other refuse mat
ter therefrom, were ejitcrcd into by Mayor Mo
Michael, in accordance with an ordinauce
adopted at tho last mectim.' of City Councils.
For cleaning that part ot the city north of
Maiket street, the contract lias hern awarded to
Messrs. Smith .t Hill: aud for the district south
ol M arket street, to Mr. Henry liiekley. Those
parties are well known as having formerly been
contractors with the citv tor the same work.
Mr. hickley had charee of the street cleanlii" in
the old city proper lor a nun,brr of years prior
to consolidation. Mr. Smith undertook tho same
work two or three years ano, but wus unsuccess
ful, and we believe his contract was set asido by
Mayor Henry, who receive 1 such authority from
Councils. At that time, Mr. Smith's contract
Was directly with Council, a fact which place I
many obftacles in the way ot a proper perform
ance of the woik.
The contracts ju-t made by tho Mayor ore
under authoiity ot a law which limits the
sum (o be expended to S9 i, 000 per nnnuiu for a
term of live yean., payable monthly in eiiual
, poriioiib, after tho work is done. Streets in the
busiuei-s portions of the city tiro to be cleaaed
twice in each week, the woik to bo dono nt
night, or between (i P. M. and 8 A. M.; aud all
other paved streets, alleys, courts, lanes, gutters,
and gutters under railway crossings, are to be
cleansed at least ouco in each week. Ashes,
garbage, aud other refuse matter Hre to be re
moved once in every we"k. The contractor! aie
also required to keep the inlets to public sewers
clean und clear of all obstructions. The entire
THE DAILY EVENING TELEGRAPH. PHILADELPHIA, THURSDAY,
work of cleaning the city will bo done tinder the
supervision of the Chief Inspector ef Streets,
and a Joint Committee of Councils, who are au
thorized to reserve one-twelfth, of tho whol
amount of such contract as may be due each
month, to gaard against any default on the part
of contractors. Arrangements are being mado
to commence the work daring the coming week,
and it is hoped the city will soon be placed in
that state ot cleanliness for which If was at one
time so remarkable.
rowc Items. George Bower?, William
Kratton, and Win. Wood had a final bearing yes
terday, at the Central Station, on the charge of
having been concerned In tho thelt of money
fron a desk in the Standard Mill. Th's is the
case in which the superintendent of tho mill
was unlustly suspected, and it was stated yester
day, by one of the witnesses, that Bowers, who
afterwards conies ed to the theft, hud been set
to watch the superintendent and report his
movements. The officer who had the matter In
hand testified to tho recovery of about ono hun
dred and thirty dollar fromundiira platform
at the depot of the Philadelphia and Trenton
Railroad Company, where Da wen ejonfeased be
had placed it. Hralton was chargod with an
additional offense, that of having in his posses
sion a promissory nolo for about three hundred
dollars, the property of Mr. Samuel W. Raa iall.
Mr. Kamlull testified that he last saw the note
in the early part of January last, but he could
not tell how it was taken out of his possession.
The accused were all held for their appearance
at court.

Trial of Disinfectants. Yesterday
afternoon, at the corner af Second and Morris
streets, two new disinfecting compounds were
tested in the presence of several physicians aud
members ot the Hoard of Health. The deodori
zing liquids are patented. The experiments
were conducted by the inventor. Ono of the
liquids is for use in cesspools, the other for dis
iniecting pulrld offal. Both were tried with
success, so far as changing the odor of tue
decomposed matter was concerned. The experi
ment with tht odal was more successful than
the other. It is claimed that bv the application
of the compound to the contents of cesspools,
the latter, while deprived of its noxious effects
upon the atmosphere, loses none of its qualities
as a fertilizer. A more extensive trial would
probably be necessary to determine lully the
value of the invention, although several 6( the
gentlemen present expressed satisfaction at the
results.
