To the Meet and Common Councils of the Cit of
Philadelphia :
The undersigned, residents, owners of pro-
fierty, and persons engaged in business upon
iroad street, respectfully represent that a bill is
now before Councils proposing to remove the
railroad tracks from that struet.agalnst the pas
page of which they desire respectfully and ear
nestly to remonstrate and protest:
First. Because, upon the petition of any ten
citizens owning property upon Broad street,
anywhere between Geriiinntown and League
Island, tho city is imperatively required to re
move tho rnlls.
Second. Because the parties urging the pas
sage of this bill are understood to he interests. I
In the race course at the lower end of the city,
and in property fur north of the railroad tracks
at the upper end of the city.
Third. That tho signers hereto are a large ma
jority of persons owning property and doing
. business in Broad street, bet ween Washington
street on tho south and .Spring Garden street on
tho north.
Fourth. There Is the highest authority for as
serting that the proposed ordlnanoo, if passed,
would be illegal. . ...
Fifth, The expense of tho proposed removal,
If made, will be enormous, and that It Is not
right to place in the hands of any ten men that
can be found Interested in suburban property
on Broad street the power of compelling tho
city to incur such expense for their private ad-,
vantage.
.Sixth. That their property will be decreased In
value by the removal of the railroads and
tracks, and tho consequent removal of business
from the street.

therefrom, and a vacancy was thereby created.
Certain citiacns went to tho polls and voted lor

The answer of the school directors does not
deny the existence ol the vacancy, but thoy
cla m that the vacancy must first he established
by some action of tbe Board of Directors, and
that there can be no election until thnt lact i
fettled. As the law allows tbe School Board to
determine when a vacanct does eitst, the ques
tion whether thero is a vacancy or not must be
established by the decision ol too lury, or in.
some other way. Another question which
arises is, tan an e:ction ol ttm kind oe treated

proclamation for the election, nor was tne Court
ever called upon to have the Sheriff issue a stip-

Killed on the Railboad. John L.
Grubb, a brakesman on the East Pennsylva
nia Railroad, was killed yesterday, near Allen
town. It is suppesod he fell from tbe train, for
he w as not missed until the arrival of the cars
in the city. The deceased was formerly a sol
dier, and for a long time was a prisoner at An
dcrscnville. He resided at Thirty-fourth street.

On Friday evening, James . Bovd, a driver on
the North Pennsylvania Railroad, 55 years old,
living at No. 162G America street, bad both leers
severed Irom his body, and bis head crushed, by
being run over at second and Cadwaiader streets,

An Extensive Chaeitt. By tho Ken
sington . Soup Society are distributed daily
about one hundred and twenty-five gallons of
strong soup. The daily beneficiaries of the
organization number something like eleven hun
dred. During tho past six weeks, we are In;
formed, the society have distributed five thou
sand two hundred and fifty gallons cf soup,
and more than two thousand five hundred
loaves of bread. The latter provision is dis
pensed twice each week. The house of the
society is in Allen street, near Marlborough,
Eighteenth Ward.

Meeting of Newsboys and Others.
The. meetings of the newsboys, boot-polishers,
and' otuers are continued every Sunday attor
noon, at Sixth and Chesnut streets, and are
largely attended. Yesterday afternoon the meet
ing was addressed Dy Mr. itene wuiiiou, Air.iiiram
Ward, and others. Besides the delivery of ad
dresses, the boys have been lormed into classes,
and receive instruction from volnnteer teachers.
A very ereat improvement is witnessed in the
condition of the boys since the meetings were
commenced.
Bequests. The will of Charles A. Poul-
son, recently admitted to probate, directs that
$500 be paid over to the Philadelphia Library,
and also tuat an documents; city council Jour
nals, etc, shall be handed over to the same in
stitution. The collection of shells and books
rel sting to natural historv, belonglne to the
deceased, are to bo appraised and o tiered for sale
to scientific institutions, and if they refuse to
purchase they are to be put up to tho highest

Ilerry llooven was found dead on a settee at his
retidence. No. 212 Williamson .street, lie had
been employed in the laboring department at the
Navv Yard. On Friday nicht he laid himself on
