While these acta were necessary, the State bhould not be recog nized. Judge Lawrence, of Ohio, maintained that the ordinances of secession were null and void; that no Sta'c was ever out of the Union, but that all lawful State government was destroyed in the Itehel States; that when the Rebel governments were overthrown the people were lelt without any Slate novernrucnl; that it is the duty of Conprss to guarantee it, and until this is done there can be no lawful State government and no representation in Congress.
