From the above it will be seen that Harmony
fOur(, is th? grand rendezvous ot the policy-men,
or, In the parlance of the times, their "head
centre." From these headquarters, the country
is flooded with circulars, designed to dup3 the
gullible. Among other plans adopted by the
sharpers is that of sendiutf "confidential letters"
to partus whose names and address they obtain.
These letters are sent to all parts of the country,
and a sufficient number of dupes are found to
realize a handsome sum for the enterprising
dealer. One of the latest circulars issued pur
ports to be from the office ot Barratt & Co , Lot
tery Agents, a copy of which we give below
The terms are certainly the most liberal we have
yet seen, and as the design of Messrs. Barratt &
Co. is to increase their business, we have no
doubt they will be greatly obliged to us lor
giving it to the public. The letter reads as fol
lows: Office of Barratt & Co., Lottery Aqevts,
Philadelphia. Dear Sir : As we are deter
mined to send a good pri.e in your neighbor
hood, and with this resolution we have been
looking around for an opening in which, by pre
senting some discreet and reliable person with a
prize of a few hundred dollars, it would have
the desired effect to Increase the number of our
customers, we accidentally met with your ad
dress, and the idea occurred to us at once that
you were Just the person to aid us in our enter
prise. We therefore make to you a proposition
that must strike you as being no less novel than
it is liberal; and that you may not suppose that
there is any deception in it, we inform you that
the prize money does not come out of our p ick
ets, but out of th pocket of the Lottery
Managers; and we shall not lose by sending
a lew hundred dollars in prize money, but
shall gain by it in the increased amount of
business we shall expect from your neighbor
hood, when you show the "greenbacks" and
make it generally known that they are the pro
ceeds ot a prize drawn at our office. We make
this offer to you in strict confidence; the pro
posal is plain: We are to send a certificate for
a chance to draw a prize of a few hundred dol
lars. You are to show ttie money. The result
will be that hundreds of dollars will be sent to
us for tickets; you may bo the gainer of a levy
hundred dollars; we shall be gainers by our
sales; and the parties who send for tickets may
be gainers by drawing prizes: every one that
sends will, of course, expect to draw a prize,
not knowing the offer we made privately to you,
-which is as follows: Send us $10 to "pay the
managers, and we will send to you, securely
sealed, a certificate of a package of six
teenths of tickets in the enclosed scheme;
and to set at rest any doubt you may
have of our sincerity, we hereby bind ourselves
to send you a second certificate in any ot our
briiliast extra lotteries, for nothing, if the first
we send you does not draw vou, clear of all ex
penses, twelve hundred dollars; and mark this
fact, to send you twelve hundred dollars out of
the managers' vocket wllllcost us nothing, but
to send yon an extia certificate will take money
out of our pocket. We mention this merely to
show you that it is our interest to send you a
prize. We band you an envelope with our ad
dress. Enclose us ten dollars, and state in your
lctler whether we shall nd you a draft on your
nearest bank, or Bhall we end you the amount
in "greenbacks" by mail, hich last, perhaps,
will suit you better. Please let us have vour
order by return mail, as we shnli have to order
the certificate from the managers t0r you, and

(Private and confidential.)
It is singular that Third street, oi as it has
been called, the "Barbary Coast," thould be
selected by the policy men as their "base of
operations." Yet we have positive Information
that at least a dozen of policy-shops are h. full
blast within a stone's throw of Thb Teliorapq
office. A great many, too, are located amid tke
liaunts of poverty, where they best thrive and
Nourish. Lombard, South, Bedford, and kindred
THE DAILY EVENING TELEGRAPH. PHILADELPHIA, THURSDAY,
vl-sri'lcF, have a full quota of the "shops;" and
tliy are to bo found wherever the population la
onwt dense ai d mot credulous. Where men,
and women, and Children of Improvident habits,
rd.m:nds filled with marvellous traditions Of
p'0(le they have Jieard of making lncky "bit,'
mot.do congmrrtj, there do the policy-dealers
turn their nimblest shillings. Among the most
depraved of the fortune-hunters, whose fuudj
are always low, it is ofttlmcs a sore mental
straggle whether lliey shaU invct in strychnine
whisky or in a potley for be it known ttiere are
private establishments, where tickets can be
purchased for as J.jw o -turn as six cents. It has
been observed, and tl) - observati n Is a true as
it is discreditable, t!im the "buying of these
'policies' has brought r.muy a family from com
fort and happiness to want, and even to crimo;
and the constant cii'ctof it is to keep the poor
people who indulge iu it in a ytatc of distress
bordering on starvation. It is a disgrac to our
city, and a reproach upon (he way the laws are
admfnintcrc'1, that purh an unlawfil and inju
rious business can be cu.Tiod on soononly."
But not merely the Ignorant and the depraved
are the victims of tU:3 traffic. Superstitious
persons, in the respeciuble walks of life, are
oftentimes duped as well. A week or two since
a woman of genteel appearance, over fifty years
of at e, made complaint lielore the Alderman at
the Central station ugiJnst a writer who had
reiufcd to pay a "hit." (in a hearing of the
case it came out that she was a most inveterate
buyer of policies, and thut 6he had a way of
dreaming ol lucky numbers. But people who
pin their faith to the Vcve of a dream ore, of
course, at the mercy of des'gning tricktore
always, and in every business transaction. It is
the function of (he la.vto step in and protect
such people from their own folly, and at the
same time break up a pursuit which is as per
nicious as it is illegitimate.

General F. H. Smith, the Superintendent ot

its faculty fell in battle: Lieutenant-General
Stonewall Jackson, Mator-General Rodes, Colonel
Crutchdeld, Captain Morgan, and Lieutenant
Crittenden. Colonel CrutchBeld, who had just
been elected to fill the chair ot his lamented
chief, Jackson, fell In one of the last fights of
the war, and left among his papers a manuscript

Difficulty at Gainesville, Florida. At
Gainesville, Florida, rectntly. Captain Johnson,
formerly on duty there as Provost Marshal, was
assaulted by the Sheritf, Clerk of the l'robate
Court. Judge of Probate, and others, and so
severely beaten mat lor a lime nis me was
despaired of. Captain Johnson, it secnis? was
not popular with some of the citizens while in
command of Gainesville and the news spread
ing through the town that he designed pur
chasing a plantation with a view to settling
there, it was almost unanimously resolved to
make an attack that would speedily convince
him there were more desirable places to locate
in than Gainesville, Florida. We believe the
Captain entertains tne same views as tne citi
zens on this subject, and for the present will not
permanently settle in Gainesville. Laying aside
all joking, there is something cowardly and
despicable in hall-a-dozen men attacking one un
armed man. This docs not look like reconcilia

Mrs. Grinder. The Louisville Courier says
Mrs. Grinder, the poisoner, executed at Pius
burg the other day, formerly resided at Louis
ville, where, in August, 1864, she personated a
woman in confinement, and an accouchment
a la Mrs. Cunningham-Uurdcll took place, the
pretended fruit pf which died and was buried
from her houso as though it was her own off
spring. The deception would have been com
plete, and the mutter passed into oblivion, had
not the real mother of the child quarrelled with
Mrs. Grinder on a question ot money and dis
closed the facts as above. The little girl, which
had all ilong been given out as her own chill,
was the fruit of the illicit love of a Kentucky
widower, who bad hired her to rearit as her own.
