PR AFT OF A Klff BEOirBOMTY TBTY.
At the request of Secretary McCnlloch, Mr. E.
H. Derby has prepared a new draft of a new Re
ciprocity Treaty, which was laid before Congress
on Monday. Its provisions are as follows:
To extend the present treaty for the. further
term ot one year from the 17th of March ncut,
on the condition tiiat Cauada shall repeal all tbe
dulios and taxes on salt, cars, locomotives, vehi
cles of ll kinds, machinery, tunlture, tools,
Implements, soap, starch, boots, shoes, leather,
horseshoe apd noraeshoe nailf , harness, tacks,
farads, watches, music and musical instruments,
rlocts, tin and wooden ware, muslin dnlainos,
coarse shawls, satin? t, and sheetings and shirt
Intra worth less than one dollar a pound, and
raise the Internal tax anil duty on spirits to at
least seventy-five cents per crallon wlno measure,
and discontinue her tree ports on Lake Huron
and Superior. The treaty tor extension shall
aloo provide that the United State may Impose
any Internal taxes on the productions ot the pro
vinces, which they levy upon their own products of
the same kind. The President is authorized to
appoint two commissioners or envoys to nego
tiate a treaty with the United Kingdom and
the provinces, either folntly or sevorally, to
regulate the commerce and navigation between
the respective territories and people ot said pro
fvinces and the United States, on terms recipro-
rally beneficial. It Is made tho duty of the com

between. Lake Ontario, Montreal, and Lake
jCbamplaln. All articles produced in any ol the
provinces, which under the provisions of the

One of the anecdotes connected with the re
cent visit ot the King and Queen of Portugal to
Paris is as follows: The King: and Queen ex
pressed a wish to admire M. Perree's collection
of varures. The loweller accordingly presented
himsclt at the pavilion do Mars an, and was at
once received. As he handed a maarniticent
necklace of black pearls and diamonds to Queen
Pis, it slipped Irom her hand and fell on the
ground. M. Perree stooped to catch it, when
Dom Lulz prevented him by remarking that the
etiauette of the Portuguese Court save the Kinar
or Queen alone the privilege of raising whatever
lell at their feet. Then handing the ornament
to his wite, he said, "What the Queen has touched
Is hers."

the City of Philadelphia do ordain, That the Phila

Company be, and they are hereby required to have
flagmen placed on their railroad at its intersection
with Gieen street. Wallace street, Coatea sireet. Pop
lar street, Girard avenue, Master street, Tenth street,
and Broad street, and so much of the ordinance to
which this is supplementary as requires flagmen to
be placed along tbe said railroad at its intersection
with any other streets, tbe same Is hereby repealed.
And on complying with the provisions of tbis ordi
nance the said railroad company shall be permitted
to erect the temporary frame buildings authorized to

Borton, Massachusetts.
Tbe casks must be gtiaged, undor the direction and
personal supervision of the Inspecting Ollicor, by a
custom house or othor legally authorized and sworn
gauuer, according to the United Slates standard, and
must le marked and accepted bolore they are re
moved trom tbe collar or wareheuso of tho contrac
tor, ibe temperature of the Oil will be aoouraieiy
noted, and the measurements roducod 10 the standard
temperature ot 60 dcg. F'ahrunhoit, by tables pre
pared lor the purpose.
Proposals will be received and considered for each
lot separately, or lor all ot tbe lo's, at tho option of
the bidder; but no bid will bo considered for a less
quantity than that specified as one lot, to be de
livered at one time aud place. Each bid must s'ate
explicitly, written out in full, the kind of oil oflerod,
whether Sperm, Lard, or Colza, the rate per gallon,
tho number or the lot or lots hid lor, and the place of
deliveiy, conloruiing to this advoriisement.
Bid subn itted by different members ot the same
firm er eopartnuiship will not be considered.
Tbe Light-house Board, under the authority of the
Department, reserves the right to reject any bid, al
though It may be the lowest, ior other considera
tions than the price.
No bid w.'ll be considered for any other kind or
description 01 oil than those specially callou ior in
this advertisement.
A bond, with security to tbe satisfaction of the
Department, In a penalty equal to one-fourth of tho
amount of each coutiact made under these pro
posals, will be required of each contractor, con
ditioned lor tbe fuithlul performance ot the contract,
to he execuieo within ten duys alter the acceptance
of the bid.
Each olfer must be aecompanlod by a written guar
antee, signed bv one or more responsible persons, and
known to tne Deparment as such, or certified by a
United btates district lodge, attorney, navy agent, or
collector ol tbe customs, to the effect that, if the bid
be accepted, the bidder will duly execute a contract
in good laitb, according to the provisions and terms
of this advertisement, within ten days after accept
ance; and that in cane the said party offering shall
