To benpttt the student- ot the city, and Instruct the general public, a course of ten lectures on Political Economy were inaugurated by the Principal, of which last evening's was the wcono. Itov. O. 8. Bcnter delivered th second lecture, last evening, to a large audience, his subject being: "Secretary McCulloch's report, with special refrience to the following proposition 'is our National Debt a Messing or a Curse?" Rev. Mr. Benter relorred to the fearful and aangnlnary struggle lately clo cd, which had rocked the earth, and seemed to shake the heavens. During that great conflict, he, with others, had had their minds directed to other questions of less startling interest than warfare: st ll, those isfucs, like finance, were ofgre.it and immense importance. At that time the nation had a great, bold, clear-minded man, Chief Justice Chase, as Secre tary of the Treasury. Succeeding him was tho calm debater and stuff smnn, known over the country, Mr. Fessemlen. -Then came tho able and efficient present Bccrctary.of great enery of purpose, of areat experience,' Hugh MC!ulloch who came In time ot peace, which, requires more prutlmco and sagacity than the time of war. It was a gieat thing to the cotiutry that they nad a wiie, prudent man. who recommendod no ex peiimenb?, none being now needed, but fol lowed the regular, wcil-beaicn track. In tLe first place, the Secretary advised the retirement of all the leaal -tender notes, or the common tieasury notes, the compound interest notes, and the five percent, iLtere.st notes. The Secretary advocated the Idea that the principle of Issuing cuirency by the United Sta'es is tin corstitutional. In this he diilers from our great statesmen Clav and WelMor. Secondly. He advit-es a contraction of the cur rency, deeming it is tar too large; that we have too many banking privileges; aud that the busi ness interests of the country will bo far better served by having a limited curiency, well se cured, than liavii,g a too largely expanded cur rency. Next, he declared we should retain the balance of trade In our tavor, thus keeping the specie of the country on the true basis, and r!ngonly as much as we are able to pav from .ot amount of our sales. This true principle must be preserved by every nation that would be prosperous. . Fourthly. He adviBes that we pay the national debt, and that not too gingerly, but in a manner that can be practically appreciated, and that will truly restore the finances of the country. He would, on the true principle, have us libe lallv taxed, so that we may not only pay olf the inn rest, but have a surplus over that will pay the whole dtwt within thirty or forty years. Fitth. He advise to fund the debt, that is, -persons that hold wie loan shall be oifered new bonds, mnninr! a longer period at a less interest, so as to benefit t.iein, and yet cose the country less annual expenditure for the interest of the debt Sixth. A continued exemption of Government -securities from taxation. It looks to be hard that tome capitalists shall be freed from taxation while other branches of investment and popular industries Lave to bear their proportionate exac tions. But tvje Government must support its credit and pr?serve the spirit of its pledges, that the honor of the nation and the credit of the coun try shall be inviolate in the future. Besides pre serving the commercial credit of our Govern ment, it is only obeying the dictates of honor and 1 ust ice. The seventh point the Secretary advised was the resumption ot specie panuents at the very earliest moment. That was the ereat question affecting our present and future prosperity. He would have the nation so giverued and directed that the exchanges of trade would require for eign nations to pay to us the treasures of their gold bags, instead of requiring us to be con stantly and incessantly pouring the hard money of California into their overilo wine; banks. No one could say when the resumption was practi cable, but all should endeavor to preserve that point in their minds. The lecturer ably referred to the suggestions of Secretary McCultoch in regard to the South ern States, supporting at length his views that all business transactions therein for the past should be legalized, though effected without stamps; that the collection of internal revenue and governmental assessments of taxes should be deferred lor the present. Following these, at lengto, was discussed very ably the paradox that a contracted currency on a sound basis would make money more abundant than would an inflated curiency. Without concluding his sub 1ect, the lecturer announced that on next Thurs day he would resum, after which the students would be invited to discuss the subject. Proceedings in Cotjhcils. In Select Branch the annual report of the City Controller was presented. We have already presented its main features. A resolution to appoint a com mittee of five from each Chamber to examine Into the management of ail airs by the heads of departments, and to report what action may be necessary for their more economical manage n.ent, was called up and debuted at length. It passed by a vote of 12 to 11. In Common Council, the ordinance makiner an appropriation to the Inspectors of the County Prison, to defray the expenses of the year lHiiO, was called up and pasted, with sundry amendments. Mr. Marcer called up the ordinance making an appropria tion of $54,400 to the Board of Health lor 18titl, which passed without any amendments. Mr. Griffiths, Chairman ot the Committee on Trusts and Fire, pieseuted a resolut on that tho Fair mount and Good W ill Steam Fire Engine Com panies be suspouded for one month. The reso lution was agreed to. Mr. Evans presented an ordinance empowering tho Chief Engineer to suspend any entriue, hose, or hook and ladder company which shall bo eull-y of destroying fire-plugs, or proceeding to a fire with their Bteamers at a greater speed than the Chief Engi neer thinks proper. Agreed to. Equalization of Bounties. The sol diers contemplate holding a eiuud mass mepting two weeks hence, in front of Independence Hall, for the purpose of endorsing, and urging the speedy pasbaee of the bill oilerod by 'lion. Charles O'Neill, of this city, relative to the equal ization of bounties, presented. January 8. The amount of money required to meet the expenses is estimated as follows. An Indivi dual w ho has been travelling under the assumed name of General Edward M. McCook, of tho celebrated McCook iamily,of Ohio, was arraiened at-the Central Station, last evenine, charged with swindling. The accused held forth during last summer iu this city. He boarded at the ContiLental Hotel, made a daily practice of hir ing carriages and riding out in style, registered himself as General McCook, and was supposed to be that Identical person. He neglected to pay his board bill, was arrested, and taken to Camp Cadwaluder. He Pent lor a prominent Market street merchant, who repaired to the Continen tal, paid the bill, and had him released. The prisoner loitered around the city for a few days, borrowing money of several other parties during the interim. He does not deny the charge made against him. He is about six feet in height, hcaily built, and of a fine form. In fact, he does not look unlike the General. The prisoner was committed for a furthr hearing, to take plare this afternoon at 2 o'clock, w hen it Is expected that he will have an oppor tunity of meeting the General whose name and reputation he has been using. Yesterday Christian Berger, who is charged with the mur der of Mies Wats, at Germantown, was arraigned in the Oyer and Terminer, before Judges Allison and LiUdlow. xue prisoner had no counsel, and wheD interroeated by Judge Allison, he stited that his friends had not provided him with an attorney, and he desired the Court to assign one. The Court aliened John O'Byrne, Esq., who subsequently associated Charles W. Brooke, Esq., In the conduct of the defense. The prisoner was arraigned and pleuded "not guilty." But one wit ness was examined, and that was the Frothono tary, who testified that all the last batch of envelopes containing the alleged soldier vote, and on which John Given obtained a certificate of election, were received by him in the same mail, notwithstanding that they were aileee i to have been maiicd at different times in New Orleans and various parts of Virginia.
