G. B. Lamar is on trial in Savannah on a
charge of stealing Government cotton and at
tereptinc to bribe United States civil and military
oflicer.
A desnatch from San Francisco savs that a
considerable shipment of gold and silver bul
lion lrom the Arizona mines had been received
In that city, and the reports from the mines are
very encouraging,
It is officially announced that the people of
North Carolina have declared null and void the
ordinance of secession by a vote ot 1!,977 votes
against 1940, and 18,627 votes were cast to ratify
the ordinance prohibiting slavery, and 869(1 to
reject said ordinance.
Garibaldi bas offered his services to tho
authorities of Naples to nurse the cholera pa
tients in the hospitals, but the Syndic of the
city would not permit him thus to expose him
self to danger. No act of Garibaldi's in the
height of his military fame is nobler than this.

conclusion. The Adjutant-General's olllce is

with an order promulgated some time since, will

tary Justice, and are being examined by Colonel
Winthrop. It is expected that a report will be
made to the Secretary of War on the subject in
about to weeks, and that the matter will be
decided about tne 1st of February.
In the Supreme Court of the United States
Justice (JlUlord has delivered the opinion tn tne
case ol an anneal from the District Court ot Wis
consin, in which the Milwaukee and Cbicaeo
Railroad Company was the respondent. It
appears that certain mortgaged premises were
feverai times ottered for sale, out were not sold,
and that the applicant claimed possession on
the ground that lie was the highest bidder; but
the Supreme Court holds that biddings at auc
tion aie mere oilers, and tnat tnereisno bind'
lng obligation until the consent of both parties
is given. In other words, tncre must be a
mutual understanding to a definite agreement.
.As the auctioneer may refuse to strike off the
property to the highest bidder, so a bid may be
withdrawn before the hammer falls. The Court
eaid that lut-t1ee had been done, and all parties
re satisfied but the appellant, and that the
decree of the District Court is affirmed, with
(COStS.
The circular of Coleman A Co., of San Fran
Cisco, dated December 8, reports thus on mone

National bank which has been heretofore desia
tated as a depositary of public monev. abkinar to
be permitted to make returns of average amount
ot its deposits witnout including the deposits ot
Pavruastcrs and other United States diebursiutr
oflicers. It Is represented that the deposits of
this character received oy tne bank within the
pant six months amount to over lour millions of

required to pay the duty of one quarter of one

attached to the army secured many valuable
papers and records relative to certain laree

rewards lor their restoration alter the close of
the war. It Is tho hone of the Commissioner of
Public Lands to be able to furnish so much of
the missing data as to prevent parties to tho
theft paining by tho documents they now witU
hold in expectation of a bribe.
