From tmit.
The re-election of Tresident Lincoln wai not
simply a declaration of icntimeut. It waa a
pledge. The people atlhmed not merely that tnt
Kebcllion ought to lie put down, but that It should
be put tlown; ncd they bound themselves to
enpply President Lincoln with the money and
tbe men nicct-sary to that end. Ilia now call for
three buidred thousand mora men must be met
with promptitude and thecrtuluuss.
A l'C()u'.lition i f this magnitude, at just this
time hurdly unticipatud. The ball' million
draft iii, llie auuiuiei-, it waa hoped, would linish
tbe war. So pn huhly it would have done, had it
actually yielded that ruiuher of soldiers. Hut the
cteiins plen for several enlistments, and for sur-
Eluses on pievibtit calls, caused hardly more than
alt that number fi be really raised ; und even
this ueccasiuu was almost neutralized by the con
stant discharge ot regiments whose terms of ser
vice bad expiied. The public mind, Hushed by
our signal successes tbe hint few mouths, uud
ma:kingtbo many signs of desperation on Ilia
naitof tbe Umbels-, bad become pretty weH pr.
vaaded that tue war was Naturally
tbe etd was looked tor without much piusu to
consider ibe efforts and saerilices still necessary
to i cu-e il.
Me ure, Indeed, fully warranted In believing
that tbe Rebellion l-i in its lust stuste. The fact
that it has now but one army left of any strength
at all formidable ; that cotiscrlpiion hai been ex
hausted, to thitt no new armies can be raised
i7im whitiJ, R0d that the defensive Capaci
ties of the ll'.-bel force actually In setvice have
been greatly dimlifl bed by the dussruction of
their means of in i-rooininuuieatioii, entitle ui to
conclude that the Kubellion must soon bo In aa
extremity. But it Is when in an extremity that
buuiuu powers of. in uiako their moft powerful
ellort. lH-speraiion huds new strcug'.b and umv
refouices.
Wo ate now sccln; this In tht linal resolution
to aim the slaves. N ..thing but the last necessity
could bave detetmined this. Yt, while we nnd
tkis proof that the desperation which precedes
-the last quietus is already upon the Kebcllion,
it should he remembered that this desperation
must bo1 guarded against and kept iu hand.
- It will not do to assume that this resort, be
cause it is a desperate one, can avail nothing.
The Northern belief is, that the slaves will
not, to aDy large extent, do elleetive service,
as soldiers, to the Confederate cause. I'f
tahly they will not; yet possibly they may.
titra tiger things have happened in this war than
that the Confederacy should, within six months,
Lave one hundred thousand thoroughly equipped,
well drilled, and thoroughly serviceable black
troops under its control. If wa urc dulorinlued
to make an end Ol' this Kebcllion at the earliest
day possible we must provide against that pos.i
bility. We must prepare to forestall it as much
as possible by doing our best, in tbe meantime, to
f . (tet get possession of Kebel territory and strip II
.if its slaves, and then to keep our own armies so
ktrong that they would quickly overpower all
tbe reinforcements that were thus actually ob
tained hy Ibe liehels.
Of course do san Northern man ran snppoie
(but black soldiers, impressed by the Kobe Is, can
icur Kebel iudepeudeuca. The worst they can
do, even if they tic tit as well as any of the Kuhels
Assert that they will, is to prolong the war. but
that Is precisely what th Northern pcoplo don't
want done. We would endure the expenditure
of treasure and blood for many years yet, eoouer
than let the nation be divided, yet it ought not to
le tndnred for one day longer than is absolutely
necessary. Every interest and every duty require
the speediest termination of the war, compatible
avith the national security.
l'roVatily the Oovernmi'nl a'-esdr bin oldl-rs
