This new exposure of all the interior popula
tion of the Confid' racy to tho horrors of war, of
which heretofore they have known nothing, can
not but have a most discouraging effect. Thero
are always in every war individuals who are reck
less and desperate, hut it is not possible that un
entire people Bhonld voluntarily court ruin. It
Is possible that a pioplc should ! ever so defiant
wlun danger is hundreds of miles away, hut a
chsnic is sure to come ovor their spirit when de
struction is ut iht ir vcrv doors.
Tbcinoial eilcct of the successful march of
Sherman upon the Southern disposition, w
believe will be greater than that of any military
event since the beginning of the war. Nothing
that could have happened tonld have been better
calculated to prepare the .Southern eople for
submission to eonctitntional authority. Their
territorial inaccessibility was their last and
greatest delusion That once dissipated, noothor
delusion that could bcgullo them for a day is
possible. Every other one has already had its
time, and can never be revived. Its last delusion
t an end, the KrliH heart must soon grow faint ;
and when a rebellion is once faint-hearted, its

l'rceidint Lincoln has most wisely and pro
perly called lor three hundred thousand men
to finish up the work of restoring the national
authority over every niuare mile of the Repub
lic. Those who ullcct to be surprised or disap
pointed by this call only betray their chagrin at
the now manifest failure of their reiieratcd and
confident predictions that the Rebellion never
would, never could be put dowu Never before,
in twice the time, was such progress made in
the work, as during the six weeks that have
lapscd since Mr. Lincoln's re-election. During
that brief period, Oeorgia has been traversed
from Atlanta to eavannah by (icncral Sherman,
with hardly a i-ln.w of resistance, and the iluliel
Army of the West, repulsed and fearfully
decimated at l'ranklin, has been assailed
in its intrenehniitits before Nashville, driveu
therefrom with vat loss, again attacked and
af am I eaten the ne.t duv, and sent Hying head
long towards the Tennessee river, a routed,
reckless mob, having lost tifty-four out of slxty
iivu guns, thousands of mtinkcts, hundreds of
wagons, three n njor-generals and at least half a
dozen rigadiers, with not less than fifteen
thousand of the forty thousand nu n who fille t
its tanks when it advanced in i'H pride from
Alabama, threatening to capture Nashville with
all its lmmime ttona, and chastise the remnant
-of its touted defender! out of Tennessee and
across Kcntui ky t the Ohio. It is plain that
what is left of Hood's army cannot regain
Alabama or (icorgia in half the available strength
it carried thence a few weeks ago.
Then why call for more men f Hecine: "1
I. The late call for half a million produced but
two liuimrcil thousand. Credits demanded hy
this or that locality m ist of all by our own city
cut it down nearly half, while large numbers
drafted have skulked to Canadaor nearer hiding-
places, leaving our armies no stronger to-day than
they were three months ago, as tens of thousands
have meantime been discharged on the expiration
ol their term of service or by reason of disability :
while some havo deserted, more are disabled, and
many have given their lives to their country.
Actually, there are not to many men in the

II. iVe want to see the last ves iges of the Re
bellion speedily as well as surely crushed out.

III. It has been the habit of tho Opposition
journals to add up tho various calls, and present
the tiggrcgntc as the number who nave actually
swelled the I n ion ranks, when it is notorious
that nothing like that number was ever obtained,
even for a lew mouths. Many of those who have
really served are counted thrice in this way ; lirst,
as three-months' men; thou as nine-months'
mm ; a third time as newly enlisted under one of
the late calls, l'robably half the number called
would equal the whole number w ho have uc'.u
allv seen service.
IV. We note cavils at the call which assume
that volnntcring is preterubie to drafting. The
criticism is purely factious. Kueh Suite, each
county, each township, Is 1 perfect liberty and
ii accorded all reasonable time to tiil its quota by
volunteering. No one wishes or contemplates a
draft where volunteers can be had. It is only in
case volunteers are not forthcoming that drafting

V. We still cherish ardent hopee that fcw or
none of the men now called will ever be wanud
at the front that the Rebellion will collapse
before they can be taut forward. Conld tho
whole three hundred Ihnustnd be raised in Janu
ary, we confidently believe that the war would be
over before the end of March. Nothing will so
contribute to that b'essed consummation as a
prompt and beany response to the new c ill.
VI. Our eoldiers In tho field are proving them
selves heroes. The aeamn subject them to severe
privations, but they do not falter nor quail. They
deserve as well as need evidences of onr svmp ithy
and admiration. And nothing will so encourage
and aiimu ate thtm to surpass even their own
arhlevenie nts as tiding that tneir compatriots at
home continue to "rally roand the ISg," and will
foon bo filling up their thinned ranks with new
levies. Assure them of IhN, and they will go on
conquer rig and to compter until the RcIkIiTiih is
no more.
We hope to be a'do to chronicle, before the end
of Jantiiity, tkat at least to thirds of the num
ber n quired by this call have already been
r; listed, and that the residue soon will bo. In
ihnt case wo shall not have to wait till the call is
