In every relation of life are, ns a rule, re- '

manse ability is wrought upon by burning
patriotism and lnextingnMiahlo .ml, it seems '
as though a'l honors were empty when co n- I

given. Farkault Is tho naval olU.vr of the
age. Ilis hands are as full of victory a his
h art of valor. He has been htrmly edue il 'd
to a knowledge of naval warfare. Vice-Ad- ,
mlral Fakbaout has served t!io country not
merely as the hero o" in 1117 a bat tle but of i
many a triumph. He a;peats to her llrst,
through his conquests ut ew Orleans, Fort

through h'a running tlio batteries of tlio Mis

thirdly, Port Hudson ; and fourthly, nt Forts

Wherever he has appeared he has snatched

' Besides tho tribute thus yielded to Viee
Admlrnl Faubaout, the creation of tho offlca
opens the opportunity tor advancement In tho
navy. One higher rank will now exist there
than ever existed them before, and all tho
avenues to promotion will be proportionately
extended. Whilst tho people learn m'muto
details in regard to the army, the very nature
of the naval service prevents their attention
being directed so lncessnntly and rivetedly to
it- The navy b ono of the arms of the nation,
constantly coining to the assistance and sui

bas hitherto proved what success iu-ans in
naval warfare; he has carried to tho full what
naval genius can accomplish. This Is tin
season of gifts. Presents are being bought
. and pocketed In every direction. If the con

matter of .voice or contribution, tho nation
would club together aud confer it upon Fau

The most charming fcaturo which charac
terizes this war is the harmony that subsists
between the people of tho North and South In

The South Is so complacent as to admit that
tho North can do nothing amiss. Politeness
cannot exceed that. '

The Christian Commission has on hand an
enterprise by which a library is to be pro-
ided for our soldiers. Three hundred tliou

wanted for our fighting men. We havo spread
fur our soldiers many a (east, and havo pro
vided lor them many a comfort to ameliorate
their hours of agony. In tlio thronged hos
pitals many ot the auxiliaries of art have been
introduced, and even music and (lowers have

j need books ? They are in want of mental
; stimulus. They cannot do without something
to strengthen the muscles of tho mind; some
1 thing as recuperative as palatable, on which
its fibres can feed. The purpose of the Chris

contributions will be despatched to tlio

I ol au armed Rebellion, while it does riot bestow
; lij on them new power, calls Into play those
prerogatives w hich in time of peace lay dor
mant. It is therefore one of the most Im
1 oitanland sacred duties of Congress to sen
(hat our soldiers are not unjii.-tly injured in
(h fiance to the law of nations. The (ale of
horror which is related by thoe of our pri
' soners who have escaped or been cxe'i mgeil
1 excelled any crime which thehistoryof.iv'.liz id
' nations records, and is only surpassed by thu
Mooi'y deedti which characterized th.! S.'poy
; rebellion. England delended her sons if pos
! i l le, ami if murdered revenged them, Wiieu
' the human demons were shot out of the can
non's mouth the whole world cried out in hor
I ror nt w hat they termed barbarity ; but Britain
maintained that she but executed justice, aud
I time has brought the generality of people to
' assent to the propriety of the Hint violent
! measures in such au extreme case. A parallel
j case of barbarity has now occurred In our own
I land, l he prisoners taken by the U di ds are
i subjected to every Insult, are placed In condi
tions injurious to health and loathsome to
the last degree.
Wo therefore call upon the Government to
fulfil its duly nnd rettilinlc upon thn captive
Rebels within our hands. If our oillecrs, like
the brother-in-law of our Lieutenant-!! Mieral,
are placed in sickening dungeons, nnd com
pelled to have for their companions runaway
negroes, why should we not place the
prisoners in our hands in cells equally
wretched, and have fir their roommates
the lowest representative of human degra
dation? We might sngirest that a North
era secessionist would prove au appropriate
companion.
In Congress, yesterday, Mr. Wu.Kl.S'aiitv
In tho Semite, and Mr. Rollins In the
House, Introduced a resolution instructing tlio
Committee on Military Alfairs to inquire into
tlio expediency of providing bylaw for tlio
treatment of Rebel prijoners similar to that
bestowed upon Union prisoners, allowing them
Lilly such kind and quality of rations, etc., so
I that the Rebel authorities may be compelled to
treat our soldiers according to the laws of
i humanity and civilized warfare.
I Such an action is eminently appropriate,
nnd wo urge upon the Committee to report a
j most stringent law relative to this mistreat
I ment and proper retaliation. But this is not
' the only reason for passing such a law. Tho
i prisoners, when returned to us, are in such a
condition as to pracludo tho possibility of
' their again serving their country in tho Held
of stril'u. They aro smaclnted, weak, and
! afflicted with chronic diseases, which rendor
them a helpless load on tho hands of their
country not that she would neglect them,
but the agony they sutler and the expense sho
J must bear could bo avoided, did but tho
Rebels treat with common humanity tlio cap
tives w hile in their hands. On tlio other side,
: w hen we return them their prisoners, they aro
, in a healthy condition, robust and woll, and
at once (ako their placo in tho army, and light
again n'ainst the United States. Thus they
gain the samo as though tlioy received their
' prisoners without giving us any eqidvalent in
exchange. We aro defrauded. It is our
duly and our right to see that we are not thus
unjustly treated.
! Some timid persons may protest against
t what they are pleased to term cruelty, and
; claim that "tw o wrongs cannot make a right."
I To return good for evil is a Christian duty,
but "corporations havo no souls;" conse

We regret to observe that Messrs. Joiix
hon, of Maryland, an. I Cux, of Ohio, both ob
jected to its passage. We do not envy those
gentlemen the position which they have thus
placed themselves ill. Posterity and the pre
sent will alike jud;;e thein.and remember that,
in our hour of agony, these of her sous oli

her bravest citizens now in ltebel dungeons.
We cull upon the committees of Congress to
work in , this matter ; let it not rest in their
bauds; the nation demands that Justice be
done to our brave defenders; that if we can
not revivify those who have died a martyr's
death for liberty and right, wo may at least,
prevent such sacrifices in future. And if tve
cannot prevent, a follower of slavery may, at
