The annual prodnct of the Industry of the loyal

If we paid all, It would require ono-toird of the

Yet, wheniivi-r ws Lnpuiiu to speak of adJI

"(J, you want to support the Government by

and Iroitlng. Why, 1.0 sir, we have no partiality
for an income tax. and no diairo that money

lave labored to show, not timt an Income tax is
preferable, hut that capitalists and receiver of

Ktarly all tbc grumblers insist that the farmers

with the rest of us, either the law or its intorpre

condemn all partiality and favoritism. But it
bouid he borne in mmd, lirst, that hitherto the
ehief burden of taxation, especially for Klnte and
municipal purposes, has been borne by real estate,

In pan years, a farmer whoe total Income was

TIIE DAILY EVENING TKLKG 11a PH. 11 IIL
If Mr. Justice Cournol fonnd that his jurisdic
tion in questions of an international character
were limited by tho terms of the Kxtradition
Treaty, his discharge of the prisoners may not
be liable to be railed In qoivtinn. Iiitt If the
Kxecutive authorities of the Province have be
come entirely indifferent to the vindication of
their own munieipal laws, and If this indifference
render It necessary for us to protect ourselves at
the expense of their territorial sovereignty, it is
well that we should know where the responsU
bility for the dlsairresment primarily rests.
Let u accept llr. Justice Coursol's doelslon as
technically correct. The Imperial act, as he puts
it, may over-rldc the local enactments fur the
guidance of committing magistrates in the colony
which, strangely enough, never received the
sanction of tho Crown. If so, well, lint the
power of the 1'rovince to impel obedience to its
own municipal laws will hcrdly be questioned by
a partisan l'rovini ial Judge The same decision
whii h has constituted the (it. Albans burglars
offenders against International law, and by which
tln ir BC'itiittal has been secured, determines their
criminality as ollenilers against the common
niunlclpal law ot the I'rovince.
In bis haste to throw eside judicial responsi
bility, as an interpreter of the Ashhiirton Treaty,
it appears to us that Mr. Justice toursol made
out a clear case against the prisoners a violators
of the common muni. Ipal law of the colony.
I'.nt, be tins us it may, the responsibility of whieh
the Provincial Jiidlrlaty desire to divest them
selves, the military authorities here are prepared
to assume. And (irneiul Dix's order suuw 'li
this assunif tion of power will not remain read
letter one hour behind tin time w hen actibu shall
be deemed expedient or nr.' essary.
W hen Mr. Carter, the rim i leg d adviser ff tho
Crown for the 1'rovince, was in Washington thd
other day, his profissed mission was to conler
with the Government ou the be-t means of pre
venting these raids. A mounted police fore?, paid
by the Provincial Government, was to patrol the
n.ore exposed parts of the frontier, under an en
perienccd commander. General l)ix proposes to
supplement this arrangement, when the necessi
ties of the crisis demand It. It wo: M have been
a inure gracious arrangement if tiie colonists had
bad the business entirely in their own bauds,
bo tar as this country Is concerned, the fuss Is
In a nutshell. If Judgo Coursol's action in this
rase delinis the position ami action of the Gaoi
dian Government, then Southern Hebels are quite
ut liberty to organize raids on Canadian soil
nguinst tlieVnited fSUites. That simply converts
Canada, su far as the war is concerned, into Rebel
territory ; and our Government, by Gen. Dix's
order, promptly declares its purpose so to re
gard and treat It ill ra-o of necesiity. In tiiis
position it ill be heartily sustained by the great
body of the people.
