ported on favorably, tho aggregate of the

With rcsiect to army mails it Is highly
gratifying to learn that their forwarding and
reception are conducted with so much celerily
and certainty. The policy originally adopted,
of excluding civilians from the mall service
within the lines of the army, and detailing for
that duty enlisted men of Intelligence and I
reliability, hits been found to be advantageous,
and will bu continued.
Attention Is due to the remarks In this
report at to mail distribution. It is thought
that the mailing of all letters tiirert from one
f .tllcc to another, however situated, In so vast
a territory as that embraced within the United
States, Is objectionable, Exerimeiits have
therefore been made with railway or traveling
pest olllces. By the tmploymei.: of these, be
tween Washington and New York, for In
MMu e, the traiiMiiission of letters Is expedited
from twelve to twenty-four hours. Tho uni
versal application of this scheme will of course
be a work of time, but whatever the cost, ill

advantages.

and Is mainly due to the return of a lare
number of army and navy letters which It
was found impracticable to deliver. The

returned to Kurope has decreased.
On the 1st of November, a very lm orlaul,

system, was begun. A superintendent and
assistant have been appointed, and on hundred
mid forty-one post olllces have been designated
as money order olllces.

Yesterday morning a Convention of to
bacco iminul'acturers began its sessions at the
Cooper Institute, New York. A report which
wns lend stated that 4'.'!),.'!()!),77l pounds of
tobacco had been raised in this country d.irlng
the pa.-1 year. Of the five grades of cigars
contained in the schei'ule, tho lour of any
great importance ranged un der the fcs, fcli,
f-jr, and $10 tax. Twenty-tive cents per
pound, it wits stated, on ad leaf tobacco,
seemed to be a fair rate of iw.wutn.mt, an 1
thirty cents would not be objected to by cigar
manufacturers If they were protected in other
res-pect. At the rate of twenty-five cents a
pound over $107 ,000,000 would be raised on the
I,'0,:!!IO,771 pounds mentioned as being the
product of a year. The growth of toiiaeeo
having been hindered In several of the
tobacco-growing Slates, included In the above
estimate, that amount was merely given as an
Indication of what might be expected In time
ol pence. I lie report closed by asking Con
gress to fix the tax directly upon leaf tobaee,, ;
aud it was proposed to print the report iu
pamphlet form and transmit it to Congress by
a committee, whose duty it would be to en
deavor to secure the passage of a law fixing
the tax on the leaf.

We consider it about time that the A'e
should discontinue its virulent attacks and
infamous inuendoes levelled at the Adminis
tration of the people's choice. While an ex
citing political contest was iu existence, such
actions might be palliated by the anger conse
quent upon a struggle for power, but when
the Issue has been forever decided by the vox
popnli, to continue personal abuse against a
successful opponent savors of a sraallness of
nilnd and an absence of honor w hich we did
not expect that even tho -ljc would exhibit.
In tills morning's Issue we find tho follow
ing editorial remark. Speaking of tho recent
robbery at the Navy Yard and tho action of
the Administration on the subject, it says:

miserable truths in rcfnrd to the condition of

pitals. Our first, our holiest duties are to the
