. Another special feature in the new order is,
that recruits will bn credited to the district in
which they or their families are domiciled, and
will be paid a special bounty of three hundred
dollars from the substitute fund upon belu
mostored iuto service, or two hundred dollars
more than one years' men have been entitled
to. The city, county, ward, and, in those
eases 'where they are given, St ate bounties,
will thus amount at the least to six hunlred
dollars. These advantages, all Included within
the service of one year, will not fail to bi- ap
preciated by every veteran to whom they
appeal.

U the regulation by which every recruit who
preserves bis amis to the end of bis term may
retain them as his own upon being honorably
discharged from the service. Perhaps this b
the only thing wanted to add the spiciest
relish to the soldier's life. It is a provision
Which Is peculiar to the French, and which

soldier's arms are the tools of his profession.
They are the Instruments wherewith he proves
bow much valor, how much coolness, bow much
experience, how much dexterity, how much
ambition be has in blm. Let his arms be pre
ferred, and he will not need, when the war Is
ver, to shoulder his crutch to show how lields

Theii, too, it is well to remember that this
Volunteer First Corps Is to be a national
organization. It will represent the Union, and
not lndividnal States. It Is well thut this is
bo. The Corps will be composed of the fluest
veterans that can be collected, commanded by
the finest oihVers. Without disparagement to
any Union boldier who, in the present strug
le, has learned what gigantic warfire means,
It, may be considered that this Corps will
nutu rally emlody much that Is lost In our
whole militni v orsauization. In It we shall
look for the exercise of great prowess, which
hill restdt in unprecedented success.

The rurther investigation penetrates Into
tbo my-terlous plot to burn the city of New
Tork, the more revolting and startling itro the
developments. No doubt longer remains but
that It was a deliberate and well-matured
plan to destroy the entire city, If possible, and
that It was originated by tho Rebels in Canada,
with the connivance of Ji:ri'. Davis and tho
Blchinond Ctovernmeut. Tlm police of New
York have already use ;italued this to a cer
tainty. Several llebel officer are, known to
have left Canada just before the Presidential
election, bound for New York, and their
frktuds across the line whispered It about that
they Intended to burn the Empire Cily on
election day. But the presence of Genoral
BrjTLk'tt and his veterans prevented any
riot, and the conspirators waited ior
a bettor and more Appropriate hour.
New York was warned of this beforehand;
for on the 'Jd day of this mouth Secretary

there was "a conspiracy on foot to set lint

The opposition press made light of tho mat
ter, and called it itn electioneering dodge;
while thousands of Union men thought tuu
thing impossible, giving to the Pebels more
credit for humanity than they are ever likely
to .obtain again in the eyes of tho world.
After this specimen oi llebel diabolism, it will
not be difficult for the North to understand
the spirit which pervades the Kcbollion.

stroy by fire tho greatest city on the Western
Continent will awaken our people to the dan
ger of nourishing In their bosoms these pro
fessing Union mon from the South, whn, like
the viper when warmed into life, w ill turti and
strike their benefactors to tho heart.
It Is horrible to think of tho loss of life
which must have ensued bad th Infcrn d
scheme proved successful. The hotels wore
crowded tooverdowlng with guests ; 'tarnum's
Museum was parked with men, women and
children; and the flames from these hug edi
fices Would have leached the narrow streets
and alleys In their rear, where those Immense
tenement hou-es, characteristic of Nev York,
are situated. These extensive buildings, rme

hundreds of persons of all sexes, ages and
color, and It would have been hh Impossibility
to save from the flames all their Inmates. The
contemplation of such a scene as probable
is enough to freexo tho blood; yet these Itebel
emissaries could coolly lay their trams, Ignite
them, and retire to wait and witness the re
sult. Surely such creatures are not men
they nutji he in form, but they are devils at
heart, and betray their kinship to tlm tlr-d

sent to perdition for his lolly and madness.
Wo congratulate New York on her Provi
dential escape, and trust that her authorities
will take care of the prowling ineendi'iries,
who may yet make another desperate ell'ort to
carry out their nefarious and heartless di
s'gns. Meanwhile Philadelphia must be on her
guard. Foiled at one point, the villains m iy
turn up nt another, and Sr.vr. IMvih owes no
good will to the tweaker City, lie Is aware
ol the vast numler of her sons who have gone
forth to aid in crushing the ltebelllon. He
bates her patriotism, and would glory in see
ing ber sacred Hull of Independence, and her
churches, her libraries, her public institutions,

Much that is written and published about

signed, to mislead the public. Mod of tho
writers who presume to speak very knowingly
on .the subject probably never saw an oil
well or a tract of oil territory, while their
statements, lor the mo-it part, are got at
second-hand, mid often have no better foun
dation than the imaciuation of some person

respondent of the London Hallway JVctos, who
has made a tour of the Pennsylvania oil re
gions, writes to that paper as follows :

When it is said that the oil business is over
done, it Is not meant that there Is an excess of
oil nroduccd. The demand Is far ahead of the
supply, and the price of the article is main
tained at a Hgh figure. The Oil City IlnjMer,
in its latest report upon the subject, quotes oil
at the wells at eleven dollars per barrel, and
adds:
"We estimate that tho increase in the home
consumption of the petroleum timing the past
seuson, eon, hired with the excess of tin! foreign
exports of lMtil over lwill, amount to fully one.

Many of the companies that are f irmed have
no Intention to develop their property, but

chasers to make out ol it what they please. It
Is also notorious that many of the organisa
tions whose stock is on tin market, and who
have even declared monthly dividends, are
not working their hinds with proper energy
and economy, uud consequently tho stock de
clines hi value and the dividends cease. A
few men get suddenly rich, slip quietly out of
the concern to go Intosomethlug fresh, while
a majority of th" shareholders find themselves
"stuck" with a large amount of stock that has

Government that a steady stream of soldiers
should bo furnished, as it is that our commu
nity should be relieved from u compulsory and
unwilling conscription.
