MONDAY, NOVI'.MBF.R 2S,
MM H Attn AROI T KOI III(j.
The Ap of list Saturday not'inn-n the IVm.i
of preac'ilng a new crunnJo, by publishing n
communication containing a chitt-jro of d!
loyalty againnt Catholic, and with comment
ing farorably upon It. Tun Ajn ltrrot to
mention that the. remarks of the Pre IneliitM
tlia aercre reprobation of any nttenipt to cut
uiplclon upon a nunicrotm body of our fil-low-citten.
But the Vrwt In able to take
care' of Itnolf. Our object In noticing this
attack b quite dliR-rent from that of Ukluj
op the cudgels for another paper.
We feel quite "lire that the Catholics do
not wish the championship of the A-jp, whoso
advocacy would damn any cause but on,,
which If already damned ; and that It Is by no
menu o devoted to Citbolii lntreitt. as
dealrou to identify Itself with a respect ible
portion of the people, and hopeful, that some
exbtmg misapprehension In the public mind
may bare caused Irritation among Cath'jlics,
and rendered them disposed to throw them
apjyei into the arms of the proprietors of the
Age and buy their papers.
Our chief object is to ex t lulu the origin of
the mistake which induced some persons to
believe that there is anything In Catholicism
which U inimical to the Government. The
impression to that effect which has arisen ia
the minds of some persons, Is derived from the
?ery common error of mistaking effect for
cause.
When the Rebellion commnneed, the people
of the North, both Catholics and FrotestsnH,
were of one accord. As it progressed, persons
from both religions become disaffected. Yet
both religion had remained precisely the
game. So both loyalty aud disloyalty have
shown themselves to be pe.-fectly coinpatiblo
With both religions. It Is very clear, then,
that If any change occurred, it could not huvo
been effected by religion.
There aro various causes which conduced
to make changes in men of all denominations
and of all these none was so potent m the
Emancipation Proclamation. Upon the Irish
population, the Proclamation acted. with an
effect tenfold greater than that produced upon
any other people. This very act, which con
firmed the Germans in their loyalty, alienated
thousands of Americans and Irishmen. Yet
although tho act was the same act, the allena'
Uon of most of the Americans who fell awav
in loyalty, was superinduced by an essentially
different motive from that which ruled Irish
men. The first still had the fatuity to believe
In the Constitutional rights of the South, while
the latter were thinking of themselves.
It seems almost a work of supererogation to
show why the Emancipation Proclamation
alienated the Irish more than others. There
can scarcely be a man of ordinary observa
tion who does not know ttuu. there Is antago
nism existing between the Irish and colored
populations. The Irish imagined that tliu
liberation of slaves would prove Injurious to
them as the laborin? population of the North,
by reducing the price of lubor ; and, in addi
tion, thoy were fearful lest the liberation of
slaves was a step iu the direction of a move
ment which would place tho free colored popu
lation of the North on a footing of political
equality with them.
Now the greater number of the Irish popu
lation in this country are Catholics; aud
when, on the occasion of the Emancipation
Proclamation, a revulsion took place In the
feelings of some of them, they were affected
merely as individuals, and not having ceased
to be Catholics, shallow thinkers thought pro
per to impute disloyalty as a consequence of
Catholicism. The matter is iu a nutshell, and
this Is the kernel,
Let us all deplore and deprecate the a! tempt
to introduce Urn spirit of religious fanaticism
into this war. No! that is not enough I L t
os scotch the serpents who dart such vuuoin.
Reason is the antidote for their bane. We
ouly ask the perfect liberty of speech, which
we are willing to accord to all men.
Jomim enumerates three kinds of war:
the national, the clvll-poIHicul, and thu civil
religious. Ho might have added servile war.
Be defines a national war as that which is
made at the same time agalast the armies and
the population of a country. Tho national
element of war exists in this Rebellion, bectu.)

In the history of the woiltl, fhe line of division
Is geographically not less defined than It Is
abruptly drawn between the sen'iments of tlits
people. Referring to the invasion of a coun

Hierc ia no uo in venting denuncia'.Uins
aeatnst the wretches who llred the city of
New York. Word.i cannot fitly paint the
atrocity, nor death punish It sufficiently. The
question Is simply, What Is to be done.
Kor months we have had rumors that an
attempt would I made to Are the princi
pal cities of the loyal Stales, but the public
lent au Incredulous ear to the Information.
Better, far belter, that they should In future
disabuse their niluds of the impression that
there are some deeds which Rebels would
nernple to perpetrate. There Is only one
security which wo now pos.css They can
attempt nolh'nT worse
That the plot signally filled, Is owlnsf to no
precautions of the citizen of New York, but
merely to the diet that tho lit-M there have
been for years provided with means ude plate
to the extinction of Are within their limits.
Is not the fact startling enough without any
details? In New York, cm the night of the
2.'.th Inst., tho hotels St. Nicholas, St. James,
Lafiirire, Metropolitan, Tammany H ill, IM
inont, Lovejoy. United States, Howard, Firth
Avenue, New Kngland, Astor, and Rarnum's
Museum were all fired by Rebel Incendiaries
who applied the torch iu seventeen places
They fired these Immense buildings, too, at a
time when, 1' their designs had succeed -l,
many persons would have found escape
impossible.
It may be our turn next, or New York's
again to-morrow, perhaps Uoston's the day
aflerwurd, mid war will then have come Into
peaceful chambers where the grandam feebly
sits, and the bube lies in slumber. To us these
reflections must surely bring the queUlon,
What shall we do.
There seems to be no reason for doubting
thatanordcrslinlhirtotlr.it of (inneral Dix,
which requires the registry of all pursons
coming from Rebol limits, must iu futuro bn
rigidly enforced.
For the arrest of tho present criminals, aud
lor the prevention or punishment of future
Incendiary attempts, no plan could bo dnvised
better than a subscription of one, hundred
thousand dollars by the lnsutance companies
of each of our large cities. Twenty thousand
dollars should be oll'cied for inform ition which
would lead to the arrest and conviction of the
principals In the incendiarism, and ten thou
sand dollars apiece for the same services
against the subordinates. In such an emer
gency, one hundred thousand dollars is not a
large sum lor the Insuranco companies of each
city to pledge. If a plot succeed, they might
lose twenty times that amount. It Is useless
to offer small sums for such a service. The
men who can give evidence may fear to Incur
danger, and they are liable to other influences
which might deter them from giving Informa
tion. The sums must be large enough to
overcome the relucluuce of such men to en
counter ritks, nnu lo render others zealous in
promoting the discovery of the incendiaries.
There are two great consolations wli'ch this
event brings in its train. One Is, that in all
countries where the news spreads it must
ellect Irreparable damage to tho cause of the
Rebellion, for It is scarcely within the verge
of possibility, that so w holesale and determined
an attempt was made without high authoriza
tion. The other is, that New York may be
constrained to think less highly of Its Southern
friends, and deem their last act rather too warm
a pioof of their affection.
TNIH OF Ol'I'It'K.
The late elections of members to our City
Councils have decided that the machinery of
our municipality will bn, for another year at
least, In the hands of the Union party. To
that party, therefore,, will belong the right of i
filling the vacant offices which are within the
gilt of Councils. There occur in the begin
ning of every year vucancies in the Board of
Trustees of the Gas Works, of tho Poor, in
the Highway Department, and many other
positions, which it is of vital importance to
the city should be filled by able and honest
men. In the choice of these ofllcers, we ear
nestly urge the Union caucus to select as
their candidates honest, able, and patriotic
men. There are within the Union ranks gen
tlemen to whom the party owes such marks
of its confidence and esteem.
Let the test of otllce applied by Tuom.vs

The Richmond papers are ver much exer
cised as to the precise whereabouts and Inten

something is as certain as that he In some
where. The Richmond Npntinrl, the Rich
mond the Richmond JTnqnlrcr, ami the

genuity as to whether his attempts are on
Macon or Augusta, and the leading pipers ol
Augusta an I Savannah ;.r, i ilher wroth as lo
fhe secret sessions of the Rebel Legislature,
orsiHwnla'iveas to the appearance of a " phan
tom fleet ' on the Ceorglnn roast.
Upon the very dtiy which we celebrated si
Thanksgiving, the Richmond papers di not
appear to have received any despatch" where
with to congratulate themselves. The mj-tt
(In oriiig le ws seems to be "somewhat con
flimali.ry" of the report that Macon, up to that
dri'.e.biid not been attacked by Sin iiman,
and that the latter has not "altogether failed"
to meet with opposition at a point on his route
whic h the Richmond Esiiminvr of th'21th
pronounces nameless fur the present. Thu
expectation that .Sm-.it.M an will come, to
grief before he reaches the roast is resolutely
cherished bv the Richmond editors, and the
speculations rile of his movement on Macon
are g'en for whnt " the) are worth." The
I.ic'nnoiei Srnliiiol of last Friday relates
that a force of cavalry entered Milledgeville
on the nrght of the previous Sunday, and
burned the capltol and the penitentiary.
Augusta is a most important point In the Ue
partment of Ueorgla. Says the Richmond
Kmvh ev ol the l till : ''It isbelloved that the
" large fleet which 1ms been in preparation in
" the .lames river for some time pist is in
" tended to co-operate with Siikkman at the
" proper moment, and that Savannah is its
" dest'nution." It adds that last Wednesday
was the occasion of unusually good spirits
among the military authorities, but is unnblo
to determine whether they were caused by
good news or not. C'uwW they have been
promoted by the appearance of this phantom
fleet ?
One of the mot speaking facts in regard to
the defense of Macon Is the republication of
the order from headquarters, for the iufjr.na
tion ol all citizens and soldiers iuthat city and
its vicinity. All capable of bearing arms are
supposed to be interested in this order, and to
comply with its requirements within twelve
hours' notice. By it every man capable of
bearing arms in Macon and its vicinity was re
quired to join forthwith In some military orga
nization. Commanding o Ulcers were required
to furnish certificates of membership to their
men, that the fact might be ascertained as to
every man having complied with this order, us
tlic Provost fluard was instructed to call upon
every man for Ms papers. No one Is excused
upon any pretense whatever, and every man
refusing to join some company was ordered
to be ai rested, the commaudaut of Post Macon
iH'ing charged with the strict execution of the
order.
The Augusta ( lirnnile awl Sentinel, on
the other hand calls Jei'I-'. Davih to account
for the non-reinforcement of Northern
Georgia, and suggests that the authorities ure
asleep ; or supposing the Georgians to be In a
thoroughly defensible condition, havo lei
them to toko care of themselves. It rails at
him for his conscription measures, aud for the
attempt to gng the whole Rebel press. In
several parts of the South, the press demands
thut the secret sessions of the Rebel Congress
should be broken up. The Augusta Chroni
cle goes so far as to say that J kit. Davis is
to blame for the destitute condition of the
Georgia soldiery, and is responsible for the! r
being without socks and other comfortable
clothing. Perhaps D.lVi wishes to illustiute
In them another Valley Forge.
Meanwhile Siikuman Is applying those
principles of warfare which hitherto have
rendered him so successful. From the dark
ness which now obscures him a light will
emerge, let us hope, which will pale all h'u
former achievements. Through the long dis
tance a voice, will soon ring, speaking of
success.
I He has taken up the gauntlet. He U moving'
to the Alabama river. It bisects the Con
federacy, and, despite overy opposition, he will
hold it.
