But this la not the only defeet or vice in
ur politic", or in our modes and uiothotN ot
Bomlofttiflg and electing men to every
rctpectablo elation, from the least to the
gnatest. Another Is, the recognition and
support among us of a class of men who
make politic a trade, and live on public
patronsgr.
Out of one office Into another, so they go,
year after year, the same Individuals ever
turning up when official position is to be
attained, or there is a prospect of fattening at
the public orib. They liavo no especial (Knew
for political place. They have no marked
fcrce of character, Intellect, or practical talent
for business. You may even wonder at their
prominent position in the party to which they
belong. But they are what they are, because
they make partisan machinery find stratagem
thou daily thought and nightly dream ; and
because, most potent reason of all, really
respectable citizens stand aloof and allow
the wire-pullers to have a clear fluid to them
selves. If there Is any member of society who is
peculiarly disqualified for oiTiciul responsi
bility, it Is the man who makes the search for
place the continued business of his life. II is
aim Is emolument ; and as a general.thing, as
long at he can satisfy his party friend, he
will not bo too nice in his choice of tbo means
of gratifying his avarice. Some of this class
have no scruples in acknowledging that if
they can get Into a profitable berth, and line
their pockets well, they will care little for
what the world may say of a defect in thoir
accounts.
And yet so low has political morality fallen
.among as, that men known to ba of this
, stamp are chosen to ottlce without difQoulty,
while Individuals of tried integrity and genu
ine ability are thrust aside. These profes
sional politicians are the creatures of our
partj systems. We extend national organi
zations into the smallest of our municipal
elections, and lose sight of the merit of the
nomlneet in our blind adherence to a party
formed for purposes affecting only the general
policy of the States. To cut loose from such
corrupt and Imbecile domination, we must
consent to separate national and municipal
' affairs, and give more attention to the per
sonal qualifications of candidates.
The Union party, however, have com
menced a hopeful and salutary reform in this
matter. The nominations made by them
recently are, In the main, of a very much more
meritorious character than party nominations
have usually been for several years past
Their late municipal ticket in this city, headjd
by a citizen of such irreproachable reputation
and sterling virtue as Mr. Hen by C. Uowbll,
who was elected Sheriff of this couuty, wa
quite, unexceptionable ; while the Union can
didates for the Legislature and for Congress
were men well qualified for the oiTlces for
which they were named, and worthy of popu
lar support. In a word, the Unionists have
Initiated a gratifying Improvement in this
matter of nominating candidates for puMic
stations, and it Is to be hoped that the people
will sustain and encourage them hereafter in
Uie good work.
THE WAY WE MAKE IKKC
The hublt of employing so many boys in the
commercial walks of life, without remunera
tion, Is a great and growing evil. In its
practical operation it Is autl-iepublic.in, con
fining, as It does, certain positions to the sons
of the comparatively rich. The poor boy,
however ambitious and talented, is denied
access to them, because he has neither affluent
relations nor rrlemls to support him during his
, nalnorlty. Those who practise this system
may offer as a reason for it the suporabundaut
supply of service which muy be had free of
coat. The system, however, is radically
wrong and mischievous, aud should be aban
doned. There are duties which mankind ow.? the
rising generation, and which should 13 d ily
considered and exercised with som? reference
to their welfare. The capacity of a boy for
the place he is t occupy should be atten
tively regarded, a fair field for the exercise of
that capacity should be atlordud.and the di;
tniprovemcnt and progress of the employed,
in and relutivc to the particular business in
which he may be eiijj ieil, should be fUrlli
taied. These condi Ions of a sound policy,
la their effects upon the employer and the
youth taken into service, are I'lipracticnMe

Ckntlle establish meut, the duties of which
could be better performed by half the number
nnder a thorough regltn of commercial train
ing, and stimulated by a reasonabld compen
sation. The boys themselves are opposed to the
clearly slavish position they occupy. It is
fitted to lessen their self-respect, depress thuir
energies, and Induce other fueling than those
they should entertain towards their employer
and his Interests. The present practice is not
that which placed the existing heads of the
commercial community in their compara
tively prominent position. A majority of
them commsuced Ule with no facilities for
working for nothing; but, on the contrary,
they expected to work and to be paid for
It. In the Initiatory duties of these callings
they were consequently energetic, faithful,
and Industrious, and after due probation they
were promoted according to Just order of
advancement.
They not only handled the goods, but were
. tanght their names, quality, and value ; were
fruiueiitly passed into the service of the
countiug-room, where they became familiar
; with accounts, mercantile forms and practice
-no moment of time being wasted; and thuir
r "muling ambition to effect a sale was stitnu-
' lfi-(i'ly that Hud ot eutourageiueut Uut
inspired Uiem not only with manly cotifldenr,
but a feeling of gratitude, which mftnlfrttod
Itselfln rcpeet tor their employer and a
regard at all time for their interests.
Notwithtnnding this allusion the) past,
there Is a good material now as evr existed,
and all it require Is ihe samp kind of tral
ing and development to raise up an iiitelllRnnt
and vigorous race of merchant. Hut that
material llnds but slight levpiitivca, under
existing circumstance, to professional pre
eminence, burdened hs It Is with th" conven
tion of immWa, and honee dlvliled dtitlol,
and little or no pay o that the field for t.hn
exercise of either energy r a laud-ibla ambi
tion Is as sterllo, in a lulne point of view,

Who that has ever pessd through t!i
routine of a sound commercial education, ami
has contrasted It with that wu'..'h ujw pre
vails, does not see that the present system of
making merchants is radically defective. In
tact, the deficiency is so palpable and we
think we have pointed out the true cause
fhst the boy, having served out his apprentice
ship, such as it was. Is mildly told by his
nplojers the time having urrived when
remuneration Is expected by him that they
have no further use for his services. Why?
Because be has not, for want of an opportu
nity, perfected himself 1 the business !n
whiab he has been engaged, and hence is
incapable of rendering services of pecuuiary
value to bis employers.
There are cases where the employer, soon
after admitting a boy into his service, sees
that be is unpromising, and clearly anticipates
the result. Hut he continues to retain him
notwithstanding, often upon sufferance, as he
costs nothing, be cause the parent, who ha
no properly considered or de Unite views rela
tive to the boy's future, wishes to have him,
even without pay, In some respectable occu
pation. A boy thus situated, comprehending
his comparative Independence, makes no
exertion to advance or improve himself if
that is even practicable under the lax system
of discipline to which he is subjected since
improvement and advancement are, with him,
of secondary consideration, as compared with
his ease and pleasure.
Who Is responsible for this? The em
ployers, who only possess the power to apply
the proper remedy, or who can, by persisting
In keeping boys upon sufferance, because they
are cheap, thrust out upon the world unpro
flclent merchants, to mar their fortunes and
disgrace their vocation. The only true course
is to select the right kind of boys, aud syste
matically train, teach, work, and pay
them. We would then not only wit
ness less extravagance and fewer fail
ures, but an order of men thoroughly
prepared, by practical knowledge, example,
and culture, not only to lessen the effeminacy
and false pride that threaten, with the increase
of wealth, luxury, and Indolence, to stamp
their Impress upon our social and national
character, but help to save us from becomlug
the prey to that degeneration which has, in
times past, marked the decay and full of
nations once apparently as powerful, pros
perous, and promising as our own.

Ihe council ho submitted the following as
the facts :
That the white HhR whs hoisted on the glacis of
Fort atorfran about the hour of six c 'clock on
(lie morning of the 2'td of Aucuit Inst.
That no property was destroyed after that
time.
That the spare pr.ti-carrlaire.a wore destroyed
by ceopriug und sawing, several dus bofoie the
surrenutr.
That about ninety thousand pounds of powrlrr
were destroyed lv nutir on the t.igtit of the
twenty-si cond of August Inst, whilo tho citadel
was on Hie.
That on the evening of tho twetity-second of
August las', atiout dusk, General l'.me ordered
the heavy guns of the fort to be spiked, which
waa dore more or less itfectu illy.
Tbut by the inspection report of the 2oth of
Aunust. tiL-litecn suns were tound spiked :tt that
inspection ; and that the rl.mk casomate guns do
not a tricar to have been spiked.
That at a different inspection made by Captain
J. J. Wiiliiicikori, acting ordnance officer, on the
last-mentioned day, rnc gun was found in a con
dition ictiltatinK that a shell bud been hursted tn
the chamber; lame of the guns were double and
treble tbotti tl, one being double loaded with per
cussion shells, the second shell with the miivzle
down, anil in another gun a soot was driven homo
and the spike ciiti cbrc'(on the shot.
That no tiai tcrniatet's or commissary stores
were rlcMrojed or initued, except from the eiMct
of our fire. "
OPINION.
The Council, being limited by the terms of the
order convening it. and the rai l laid down in
parafiriiph one buniiredand forty-four of General
t.rdiT No. 100, from the Adjutant-General's
Omcc, da.t;d Apul 'il, 180ii, is or opinion that
Ltng.idier-Gcneral It. S. I'a fie, Confederate Wtatts
Anuy, is not guilty of a violation of the laws of
War.
II. The findings and opinion of the Council
of War in the foitgoiog ca-ie arc upjirc-red, and
the Council is dissolved.
