It is not a lit tle surprising thut the gentle men who composed tho Democratic Conven tion at Chicago, should have proposed to make pence with the Rebels by a means that is not only quite Incapable of being put In execu tion, but which is not at all provided for by the Federal Constitution. It Is hardly worth hile to enter into an argument to show that convention of all the States, or of their preventatives, to discuss the terms of an ad justment, would be found utterly impossible In practice. It Is easy to Bee that the attempt to cO'cct any such measure would be met, at the very threshold, with ditllcuHies and disputes between the National and the pretended Con federate Government, which could not be overcome. It la sufficient to mention one Instance of the obstacles suggested, to convince any re flecting mind that a convention of all tho States Is totally Impracticable. Since the war commenced, Virginia has beendividod; oue of the divisions has been admitted Into tho Union as a free and sovereign State. The Rebel authorities do not and will not acknowledge either the right or the fact of this partition of the original State of Ylrglnla, and would not, there lore, participate in any convention to which "Western Virginia" would claim to send its own delegates. This issue would cer tainly arise If a convention were called. How eould It be settled? Neither party to the rontroversy would yield. There is but one mode in which thU di fa culty could possibly be avoided, und that Is, by an act of Congress repealing the act recog nizing and admitting Western Virginia into the Union as a separate State, ou the ground of its unconstitutionality. This might be, and no doubt would be, done If the Democratic party should have a sufficiently lurge majo rity in both Ilouses of the next Congress to pas such a repealing act. But, whatever changes may be made in the political charac ter of the House of Representatives at the ensuing elections, It Is certain that uo adequate modification can lie made In that of the Senate to admit of ntiy such legislation as that just mentioned. A dllllculty of a like nature would occur iu reference to the sending of delegates to a general peace convention from Louisiana, whose government has recently lieen reiustl tuted or reorganized under the direct aus pices and authority of the Washington Ad ministration. Jeffkimo! Davis and his cabinet certainly would not recognize the legitimacy of a proceeding which has restored to the Union a State which he claims as ono of tho integral members of his bogus Con federation. But it is not necessary to say more, just now, about these Insuparable bars to the very Initiation of that preposterous scheme for negotiating a peace, which has been so lately proposed by the Democratic leaders at Chi cago. Another, but equally grave objection to the project is, that the Fedural Constitution, for which tho Democrats profess so much devotion, expressly gives to the President the power to make treaties (Including, of course, those of peace) by and with the advice and consent of the Senate, and this grant of power to the Executive precludes Its exercise, under the Constitution, either by the States sopa- Miir nr collectively, or by the people of all the States. Congress, it is true, nas the right, whenever two-thirds of both Houses shall deem It necessary, to pro pose amendments to the Constitution, and It may, on th application of the Legis latures of two-thirds of the States, call a Con vention for proposing amendments to the Constitution. But this Is a very different thuig from tho convening of representatives of the pcoplo of all the States to conclude a peace cither with foreign or domestic enemies of the Government. The people havo already effec tually parted with that function of their sove reignty. They have, by the explicit pro visions of the organic law of the nation, given the entire war-making power to Congress, exclusively, and the treaty or peace-making power to the President and the Senate. They cannot now take these txiwcrs back without subverting the National Constitution by force, which would be revolutionary, or rcgulirly altering that Inurnment in tho precise mode which they have appointed for its amendment. In view, then, of these simple and obvious fiicbi, wliat do the Democratic party mean when they propose to suspend hostilities and call a Convention of nil the States, with a view to end the war? They cannot hopo to command a sulllclcnt vote In the Senate to declare an armistice; and if they could even do that, the Convention of State', to bo called afterwards, could do no more, at the most than arrange the torms of peace, which, at last, would require for their ratification the approval of the President and the concurrence of two-thirds of the Senators present in formal executive session. In short, the entire plan of pacification con tained In tho resolutions of the Chicago Con vention Is absurd, because Impossible of oxe cutlon, while it would certainly end In final disappointment, even if the experiment wore practicable.
