This is very probable and ry much to be
deprecated. The necessity fbr oreaulzlnir the
militia Is becoming Imminent in vtow of the
reported movements of the Rebels m the
Shenandoah valley, and the possible Inability
of our army In that quarter under Shcbioah

The above report may not be entirely
true ; but It msy be wise to act on the assump
tion that It is true In so far as the proepect of .
Immediate and great danger from another in
vasion of our border may tend to hasten tha
dealred legislation at narrioburg. j
One of the matters on which the Assembly
divided, according to party orgnnl ration and
Interest, was the question of appointing the
officers ol the proposed fifteen regiments. It
was coutended on the one side, that the Gov
ernor should have the selection of the ofllcers,
and on the other, that the soldiers should
exercise that right.
We are surprised that the Republicans
should have made any opposition to the Utter
plan. It was only the other day that they
declared In favor of the right or the soldiers
to vote In our State elections while in active
service outside of the Commonwealth. May
It not, then, be asserted that those who advo
cated the amendment of the Constitution to
allow the soldiers to oln In the election of our
civil ofllcers should, a fortiori, Insist on their
right to elect their military officers T
But thee questions only tend to embarrass
the Legislature in their action on a subject
which Is of the highest importance to the
peace and security of the whole people, and
ss to which there ougbt to exist the utmost
possible unanimity. What Is wanted now Is
a wise and prompt provision for putting the
whole mllltla force of Pennsylvania In a high
state of organization, equipment, and disci
pline for domestic dofene,and the legislature
should proceed to the execution of Its duty In
tiiia respect with a right comprehension of the
critical aud urgent nature of the exigency.
TDK HEXT WIXTKR AND THE POOR.
While thenumerous benevolent associations
of which our elty can boast, are adequate to
the rolicf of tho poor In days of ordinary dis
tress, we have had n sad experience to teach
ns that they fall to reach hundreds of deserv
ing persons, who are too proudly sensitive to
make known their terrible extremity, and pre
fer to suflfer and die In silence. Extraordinary
measures must be adopted for such extraor
dinary times as these, and we must prepare to
fight one of the sovercst battles of humanity
during the bitter winter days to which we
have ever yet been called.
Cltiacns must bostir themsolvos in every
Ward, collect aad contribute, appoint commit
tees of visitors active, untiring, and devoted
see that the wealthy do not escape giving
from their flush purses upon the plea of igno
rance ot the condition of things, and cease not
the labor of love until the darkest cloud of
this calamity has passed away; or, In spite of
the charities of the churches and the benevo
lent societies, many of our fellow-creatures
will starve In secret, or freeze beside the
sparkless hearth. Thinking and large-hearted
men should take the preliminary steps to orga
nize a general system of relief, and their
Christian efforts wtli doubtless be sustained
by all who have anything to spare from their
store.
But while we must commend these asso
ciated movements lor the administration of
alms, we cannot forgot that the most blessed
of charities is that which Involves Individual
devotion. There are very many of both sexes
in this community who have both time and
means to become of vast benefit to the needy
und sufl'erlng. Have they the heart to feel
for the wretched? a strong sense of the duty
tlicy owe to their fellow-beings In the hour of
dibtitbs ? Ho doubt, there are lew of our
young ladles who have not glowed with admi-
atiou of that devoted angelic spirit who shed
such sweet radiance over the couches of the
sick and wounded in the Crimea, and who has
built for herself a monument that shall out
last the pyramids ayo I even the stars thai
go chorussmg through time. If they have ad
mired, perhaps they have yearned for an
opportunity to prove that they are uot In
capable of such heroism. Well, the hour Is
at hand. Are they ready to meet the emer
gency and perform the labor of devotion it
demands t Ah I this task of refraining from
lavish, luxurious indulgence, and going Into
the highways and byways to sock the sick
and starving, Inquiring Into their wants, aud
giving relief with one's own hand, U scarcely
one to attract thoe delicate and daluty
rreaiuies accustomed to all kinds of self
gratification, und who have been so reared
that they dread the winds of heaven visiting
them too roughly. Heroin in Is well enough
to rend about aiii cidoglze in conversation,
but its reality Is teru and forblddlog to the
lovvr of a velvet life. Yet those who have the
best right to be ranked as authorities iu this
matter of self-devotion and rbortty th'ise
who have written their names In gold upon
the tableU of time will agree that their work
was, like mercy, twke-blessod. 1'ghting up the
homes of poverty, and LiudiiDg such a vestal
flame in the heart of the untiring mluUter
of relief, as the wealth of worldi, guided

It may demand a fierce struggle U conquer

duty done, and a pure pride springing from a .

as well as to call blessings upon thplr heads,
the day hi approaching when the trial may be
made.
We believe that there Is an ubundance of
the genuine metal among the fairer portion
of this community, and that such a season as
Is before us will call it forth in all its radiant
beauty. What we havu sold was designed
merely to awaken attention among the good-
hearted, but gay and unthinking, aud suggest
a girding up of the spirit disposed by nature
and habit to take the world easy and bask In
tho sunnblne, without thought of those who
may be sunerlug In the upas shade of poverty.
Henry M. Burt, editor of ths Northampton
(Mass.) t'rei I'rtu, has beeu sued for libel by
Charles N. Yeanians, Superintendent of the Canal
Railroad, for statements In the Fret frem con
cerning the poor condition of the road and Mr.
Ytamuns accountability for It. The duiuages

Colonel David Chambers died on the 6th
Instant, at his residence in Zanesville, Ohio, In
tbaaiguty-fourth year of hia age. lie tilled many
prominent positions, having been a member of

Senate. He was also a member of the Constitu

This night a wack ago, Captain Kelly, of the
2flth rennsylvsnia Cavalry, and mrsclf, broks
guard and mccuHied in getting away. The

They then threw out men in every direction and
sent their cavalry out on all the ro.tdi. We suo
reeded in rinding them, aithnujti we made seve
ral bair-brradth escapes. We traveled around
them for three days nnd nights without one

On Friday we succeeded In foiling into ths
mountains, and then ventured into a honta and
got something to eat We then kept in ths
n.ountaJns, and that nh;bt got into a settlement
called , where we found a Vnlon.man who
kept us ail night, and then sent his son to pilot
ns to our lines, which we reached In safety, bat

vertisements in the newspapers. We notice the

An English critic, reviewing the work of
Michael Chevalier on Mexico, of which he evi
dently entertains no great opinion, replies to an
assertion of lbs author liiat tlie Americans would
like to see a monarchy in Mexico, that "a section

South on any terms, to unite tho two armies and
navies, and lo drive the French out of Mexico,
and the English out of Canada, and to annex the
two States."

It Is still debated whether the moon Influ
ences the weather, the more rigidly scientific
denying its influence., but the weather-wise in
sisting uiou IL A recent work by SaxOy, one of
the Utter school, lays down this rule, that there
is always atmospheric distuibsnce when the
moon cresses the earth's equator, or is at her
greatest dhtance from it. That if the period of
new moon occurs near cither of these periods, It
hss a marked influence on the weather, which i
greatly increased il at the same time the moon be
in perigee.
The numlier of characters in Chinese is
under two thotuand, of which two hundred and
fourtceu are called radicals or keys, which have
both a meaning of their own when standiug
alone, and are alo joined with others which are
merely phonetic or representatives of syllables
(of which the numlier in common ue is about
oue thousand and forty) to determine and dis
tinguish the meaning of the latter. For instance,
suppose a particular symbol to represent the
syllable "box" a sound of which the multifa
rious meanings in Knglish can only he known
from the context, the addition of a key or radi
cal sign, signifying house, wood, &c, indicates
which of the senres is to be taken.
An expedition has been organized by the Co
lonial Government und colomsis of Vancouver
Island, lor the purpo-e of exploring the northern
and central parts ot the island. These parts hare
never liceu surveyed, and are ptactically un
known. In addition to fixing the topography of
the island, they are to look out for open ground
for settlements, and for indications of gold, cop.
pi r, and coal. The party is under the leadership
of Ui. Kobert brown, of Edinburgh, who has
made himself favorably known in.the colony as
a man of practical science. He is accompanied
by Mr. John Leech, as engineer and surveyor;
Mr. Frederick Whymper, an artist; Mr. J. Buttle,
So assistant naturalist, and by six pioneers, who
ate all picked men. Thu expedition was to have
nutted on the 6th of June, from Victoria, iu a
gunboat, to the mouth of the Cowitchan river,
