We honestly believe that If every child were

murderers in the world. There is, we believe,
phyHiological law which operutos in the
moral constitution of Immunity, as in the
structure of plants.

But society does not respect this momen
tous ethical fact in its political provisions and
Institutions, It deals with crime as nn ab
straction. It seizes upon the Isolated oirense
to resent and avenge it, but does not concern
Itself with tbe offender. It punishes, but docs
not seek to reform or prevent criminality. It
leaves the embryo law-breaker to ripen into a
matured leprobate, and then clutches hold of
tbe latter on tbe first opportunity to swing
i'mi from a gnllows. It thinks its duty is ful
filled when it tukes a life for a life, or cuts off
a year or two of a creature's HI erty in liquida
tion cl a sum of money stolen from a banker's
cliet-t, a name forged on a pnylnfr teller, or a
hotue burned over a citizen's bead.
Now we say that this Is all wrong that
this Is justice misdirected that this is sheer
profitless cruelty and persecution. The object
tf all penid law and police should be to reclaim
the wrong dotr, while making all po.-te bio re
paration for individual low or injury. I'ubllc
enlety and well-being are the only proper ends
of crln lnal administration ; and tlio.e ends cm
be In no manner so effectually subserved us
by uriestlng the commie. Ion of wroug. And
this object can be In no wli-e so certainly
reached as by destroying the race of tlie d.xTu
of wroug. How can this be accomplished 7

they nre unfolded In the perfect growth of a
ripe, vigorous, and determinate character,

Our criminal Jurisprudence needs correct
ing in this matter. We w:int more seminaries
of ilghteousness and pruMtj for the young,
tliun jails and gibbets for the m ilt fiiotor. We
want more kind and puratiusive di-.cipllne for
the Ignorant and neglected chiliir.-ti of the
wsrld, than Draconian laws for the full
fledged culprits. There will never be pt-jco and
order and security in tiny noci.il system until
the economy of criminal Jutl-o Is chjiiged
Irom that of vindictive retribution to one of
charitable rcclamution mid prcveutio.t. This
must be done by the State, in Cimjiinctlun
with prlciitc philanthropy.
We must have Houses of Kcfiige where the
guardians of the law may lie substituted far
the natural parent In all cases in which the
latter Is not to bo trusted with the charge of i
educating a soul for the duties of tint.? and Mm
responsibilities cf eternity. We must have j
reformatories where the inchoate rutlian may
be stifled In the cradle, and the honest and
upright man may be brought out Into full
development by wholesome and genial cul-
turc. Tbey are paying more earnest attention
to this vital matter In Great Britain than we
