In too many caeee hare our representatives
Abroad Imagined that they were bound to
Conform1 to the old, wily, tricky movements
ff the Ministers with whom they were
brought into contact; while others have
acted as if they were totally destitute of the
genuine American spirit, aping all the flam
anery of aristocracy, and yielding readily to
the upttio of Individuals In stars and
ribboca. The vacillations which, have taken
place of late yean in our policy at the various
courts of Europe must be attributed to the
practice of sending mere partisans abroad as
a reward ft services rendered the successful
Candidate for the Presidency.
Botne of the men selected have not possessed
ft single qualification for the duties they are
naturally expected to perform. They have
goo4 Among people of whose language and
Jnethntionj they were almost eatlre'y Igno
rant, and then, Intoxicated by the gilded atmo
sphere of a Court, have forgotten all their pro
fessions Of democracy home, have studied
to acquire a smattering of foreign tongue,
Submitted to being buttonholed Into nonsensica
project,, and fielded assent to measures
Utterly outside of that policy which would
really duce to the advancement of our
-ue as one of the great rowers or the
Korid.
-""'What Is required may be simply told. We
vent the National Administration to adopt a
boldtCtralghtforward, downright course In the
Conduct of our foreign relations. We are
Satisfied that, although upon the face of things
such policy may seem belligerent and threat
ening; the result would be far otherwise.
It Is fact verified by experience, that nations
actually drift Into a war owing to the condi
tion and twisting of the old-fashioned diplo
macy, when a few plain words, describing
precisely the .position assumed, so that there
could be no equivocation, would preserve the
peace.
It Is peculiarly the province of a new
nation, ocean vlni as lofty a rank among the
Innovating powers of modern times, and con
fldent In its strength as the United States, to
establish this open, honest course of action in
international affairs. Lot this be the first
Step. Then we must have energetic, saga
cious, and determined representatives, at
least at the principal points whore such
qualities are required In our Ministers, so that
the line of policy we have marked .out for
Ourselves may be fully enforced.

high point of civilization from which it started

"I learned that the headquarters of the General
were about a quarter of a mile from my own
sopnlng place, and immediately repaired thither.
To the perron whom I met at the entrance I told
my btmintss, stating that I wan a memtier of the
committee appointed at the Grant meeting held
In New York In June.
" 'I think the General will be glad to see you,'
snld be ; 'he is disengaged ; go to mm there uuder

"I went at once and Introduced myself to hint.

opened my business, referring to the great meet

"'The sentiment of that meeting. General,' I
remarked, 'was to uphold the Union cause and
General Grant, even though we that same day
had heard of a repulra.'
" ' There is no danger of a permanent repulse,'
he answered. 'Though seemingly we are taking
a great deal of time, yet we are saint up tbe
Rebel army faster than it can be replenished. It
will take more time, but I am fully confident of
the result.'
" 'General, I remarked, 'the people of New
York now feel that there is one at the head of our
armies in whom they can repose the fullest con
fluence.
Yes,' he Interrupted, there Is a man In the
Went In whom they can repose the utmost coufi
deare, General Sherman, lie In tin able, upright,
honorable, unambitious man. We lost another
one of like character a few days ago, General
Mel'lierson.'

Petersburg, It is safe to declare, would hare been

"The conduct of the wounded colored soldiers
exemplifies moat admirably their fortitude and
generosity. Men wun severe wounus in me nip.,
thighs, and legs nisde their way into camp, while
everv white man with a serious wound rode in an
ambulance. Un the day of the engagement before
Petersburg 1 went upon the field with punch to
relrefh the men. I offered a cup to a wwunded
mun. He declined It with thanks, saying:
'Give it to those men there who are crying for

"The colored men have won respect In the
amn. I saw tbe evidences on every aido. One
day I ohaeived an Irish soldier sitting on tbe

more beautiful or delightful place in the vicinity
