It U very raulog to observe how orcst

But the English bad to reason about It. They
Are so "profoundly skUled la Analytic," "that

proved by ratiocination that the superiority
Of tho Keartarg la fighting qualities was the

frere too hasty In Jumping to this conclusion,
Without receiving the weight of English au

they reasoned It out, we had supposed that to
be the case. We did not on this account find
that tbe (blag was unfair, (tor we recollected
to have beard that superiority In fighting
qixalitltM Is generally conducive to gaining

Front tbe first conclusion, that the Kear

No title of distinction is more freqtmntJy
mbapplled by our people than that of state
man. Tbe mere wire-working partisan, or
the successful aspirant for ofllce, Is quite as
often alluded to as being what that term Im
plies, as tbe man who really merits that ex
alted station. The truth Is, we have had but
lew genuine statwimen since the days of tho
Revolution. The leader In the movement
fbr national Independence proved their title
to be considered as such by the sagacity with
which Uiey encountered and prov'ded for the
exigencies of a war against a power over
whelmingly superior ,ard the resources they ex
hibited when It became necessary to organizo
A new Government for the land which had
achieved Its liberty. J on Adams was a
statesman. He had the forecast to comprehend
the mission his country was destined to fulfil
the legal lore to vindicate the principles of tho
Revolution against the ablest opponents ol tho
caimc at borne and abroad the penetration re
quired to cope with the dlplom ts of Europe,
and the energy for an efficient execution of
tbe laws. Hamilton bad the genius to
originate schemes of policy, and could organ
ize a department of tho Uovornmant with
attention to the minutest details. He wa a
statesman in the fullest senna of the term.
Jkffihmon combined an enthusiastic devo
tion to the Democratic rlnclple with th wls
d( m to shape the course of an administration
so as to make that principle a permanent Idea
in the popular mind. Even those who habit
ually detract from his merits, acknowledge
tlint he possessed many of the qualities of the
genuine statesman. Wasiiistotox, uuitlng
strong common sense with an Iron firmness,
conducted tbe nation through the eight years
of Its Infancy, and even In the time of the
maddest excitement, when a French Minister,
partially sustained by a powerful party, ven
tured to appeal from the l'resldent to tho
people, he succeeded in determining our na
tional policy In favor of neutrality, and against
entangling alliances. There is no question,
we suppose, about his statesmanship.
Well, quitting that period leaving behind
us Washington, Adams, Hamilton, aud
Jeffebpon, who have appeared upon the
public stage since, to whom tbe torm states
man can be Justly applied? We fancy that
many of the popular Idols, who have boon
exalted to tills estimation by those who have
followed at their heels for the sake of office,
must sink Into nothingness If we attempt to
analyze their peculiarities of character.
Hadihon was reputed tone A statesman,
lie was rather a great Const'tutlonal lawyer.
His want of power to shape the policy of tho
nation was displayed hi the measures I jading
to the war with Great Britain. Clav and
CALiiorx wore at that time the master-spirits
of the President's party, and te them histo
rians generally attribute our entering upon
a second contest with the mother country.
Monbob was one of the most popular of
l'resldent, and an efficient leader of a party.
But his claims to statesmanship will not bear
examination. Joum Quinct Adams had many
of the essentials ot a true statesman, but he
lacked originality and the power to make a
permanent Impression upon the policy of tbe
country. Hknrt Olat comes nearest to the
old standard. Ho was not merely a lawyer, a
politician, and an orator. He possessed tho
genius to originate a system of measures, the
faculty for administration, as exhibited while
he was Secretary of State, the patriotism to
devote his entire euerglus to the welfare of
the Republic, and an ability to leave an Im
pression upon the politics of tho country that
cannot soon be forgotten. Caliiou.v bad all
the qualifications for a statoinan, and, as
long as he was a national man, he had
lew equals and no superiors In the country.
But be gave up to a petty party In South
Carolina " what was meant lor mankind," and
narrowed his genius so far that ho was worse
than useless to the Union. Webster has bxMi
called a great statesman ; but he neither ori
ginated any system of meaiures or oxercl el
any decided influence upon the course pur
sued by the Government. He was like M ui-
bon, a profound Constitutional lawyer con
tent to follow the load of the daring aud bril
liant Clay. Makct was more of a statesmau
in the true sense of the word ; aud at far as
we know he has left no peer behind him at
W aMiingtou.
The genuine statuxmsii should bit imbued
thoroughly with tho spirit of his uatlon. Hi
should comprchoud tho peculiarities of iti
position and Its relations with foreign Govern
ments. He should possess the geulus to do
vle whatever measures may be required by
a national exigency, and the ability to cope
with the representatives of other I'owors in
matter which Involve the Interest of his
native, laud, and muku the nauid of our repub
lic felt in au negotiations in which we may
engage. How many of the men of the present
day can answer to the lueasunt of (his -timl-rd,
we need not say.
