and that all these men h id been raised.
1 his was a statement which required some ex
P'anation. Last October ;i)(),000 were called lor,
but that included all the men that had enlisted
from the previous May, and most of the. pious
were canceled by "credits" on settlement with
the I'rorot Mii'shal-tieneral. In February ot
this year "iW,i"0 were culled for, but this In
cluded the :SIH),000 of October, and like
the other, produced but few men. Then
in- March 200,000 were called for, but
most of this call wan canceled bv the rc
enlinted veteran 120,000 of whom volunteered
for three years loneer; and those, it must bo
borne in mind, did not ndd anything to the
former strength of the army, aa the men merely
retained their place. The Chicago Trihun-;
which analyzes Senator Wilson's statements,
show! that the whole nmnlier of white- volun
teer from October last to the beginning of this
month, did not exceed 2(X,tMK) men exclusive of
hundred days troops. Besides these, in the
same time, we enlisted about in.OiO bla is.
When we consider tho great campaigns which
the Army of thu Kast and the Army of the West
have undertaken since that time when we take
into account the costly battle which have been
fought the battle of Chattanooga last November,
the twelve battles that havo been fought durin?
Sherman's present advance upon Atlanta, the
battles of the Wilderness, Spottsylvania, Chicks,
hominy, and Petersburg when wc add to tho
heavy losses in these great encounter!, the ordi
nary mortality that is constantly thinning out
masses of men, the fact will appear evident to all
relleetlng minds that our army must necessarily
by this time require a large increase for the
further prosecti'Jon of the great campaigns now in
progress. .
The need being thus evident, and the call
having now been made, it only re.ni.iins for tho
country to give the call a prompt and patriotic
response. During the last two weeks, the Super
visors' recruiting olliec, which hasl been tempo
rarily closed, his been reopened; but we do not
believe that during th it time there havo been a
thousand men, all told, recruited in this great
city. Now wo hope the work will receive a new
Impetus.
We have only fifty days in which to till nn our
quota, and if it be not full by the end of that
time, a draft for the deficiency (in one year men)
will be enforced. The bounties, national and
local, are now large, and are promptly paid. It
only remains for patriots to step! out and enter
upon their duty. Tho whole body of our citi
zens fchould tako hold of the work. Those who
cannot enlist themselves should send & repre
sentative recruit. Those who have money should
not only do this, but should subscribe, throngh
organized association, for additional bounties to
voluteers.
To the President's Proclamation, we append
the bill which passed Comrress making provision
for the recruitment of soldiers in the Rebellious
districts by the various States. All so recruited
are counted npon the quota of tho State which
secures them. It hns been suggested that our
Municipal Government has a duty to perform
with this law which ought at once to be under
taken, and that is, to organize a recruiting bureau
to raise men in such of the Rebellious States as
the law enacted by Congress assigns for that pur
pose. Massachusetts has already her organized
agencies in Virginia under this law, and New
York fchould not delay too long.
Thus by a brisk and great effort at recruiting
in the city, and by proper eil'orti in the South,
we may hope to have our quota filled within tho
fifty days allowed by law.

A Union eiti.en of New Jersey, we are in
formed, has offered to canvass the place of his
residence a manufacturing city gratuitously,
and plodgcs himself to (uise a loan of $100,001
to the General Government on the following
conditions :
First. The subscriptions to bo piid by regu
lar monthly instalments over a period of not
less than six months.
Second. The Secretary of the Treasury to de
vote a stipulated proportion of tho proceeds of
all permanent loans mudo by him to retiring the
superabundant currency now in circulation, until
its maximum amount shall not exceed
'.'j0,0oo,000. Tho reduction to be gradual, but
us rapid as the condition of the country will per
mitsay at the rato of & 100,000,000 per annum,
or one-third of the excess over tho maximum
. given above.
Third. Public meetings to be held a'l over the
country, to be addressed by the most eminent
speakers on the subject of the resources of the
nation, and the urgent duty of citizens, espe
cially workiugmen, subscribing to the Govern
ment loans in the manner and on tho conditions
stated. A generous rivalry to be excited among
cities, States, counties, townships, K.C., as to
which will contribute most liberally to the loan,
id consequently of re ireiuent to the redundant
currency, and a coricsponding reduction in all
' market values.
. Fourth. Tho loan to bear six per cent, interest,
jj which, Mith the ptincipal, is to be made payable
in gold.
The advantages Which su -h an arrangement

of the currency, the nation would take the first
practicable step toward the ultimate redemption
of the vbole umountof its indebtedness, tbni im
parting a degree of confidence in the faith and
ability of our Government which would effectu
ally checkmate the speculaio s, and cause the
pme ot gold to full more rapidly than it lus lately
jjone up.

are hundreds of thousands of people who seldom,
if ever, have the full amount on hand, who
could, nevertheless, raise it during a period of
six or twclvo months ; and would gladly apply
their surplus earnings iu that direction, if they
could see that, while aiding their country, they
wete at the same time helping themselves by
. overthrowing the speculators.
In such a rase we should hare patriotism "ac
cording to Gunthcr," which, though not of the
bilghte-t type, is better than none at all.
We commend the subject to those In authority
and the American people. The least that can be
mid in its favor is that It merits a trial. If the
, experiment is fonud to succeed in one locality, it
' would doubtless be followed up in all sections of
the loyal States.
The new metals, ca'slura and rubidium, at
first found only in a few mineral waters, are now
known to be widely distributed in tho vegetable
- as well as the mineral kingdom : being found in
beet root, tea or coffee, in their salts or ashes.
So that, without our knowing it, we are con
stantly consuming two rare and valuable metals.
Indium Is the name of another of those my.
terioas metals lately discover".! in sine blende at
Freiburg. It is like zinc, but sort and ductile,
and leaves a leaden mark on paper when rubbed
upon it. It imparts a deep purpla to flame. Its
practical uses are nut yet developed by the ditw
cevern, Lr. JRefcli and Kkater, of frelburg.

Hr. I'liipson has addrcsscil the following note
to the Mminq Jnurnal .- "I see in the newspa
pers that a terrible explosion of gnn-eotton, ac
ci mpnnicd by loss of life, has lately occurred in
tho works of M cssrs, Prentice & Co. It is sup
posed to have been caii'od by a spark from some
steel machinery. Photographers will remember
that, a year or sc a,'0, the photographic
chemist Dornbach lost his life by an explosion
of gun-cotton, w hile packing this substance into
a cask by means of a wooden pole. Since this
sad occurrence I have aire uiv twice stated that
the explosion which killed M. t.oon Dornbach w as
evidently caused by nn electric spurk. Persons
w ho handle gun-cotton are apt to forgot, (or,
perhaps, are not always aware,) that it is one of
the most electrical substances known, and that
friction, far too silght to develop heat enough to
Inflame It, will develop iu gun-cotton so con
siderable an electric tcrwlon that electric sparks
may be obtained from it.
