Washington, September 28, 1816.
The Administration have, after full de
liberation, determined upon a line of op
erations against Mexico, which is to be
immediately pursued, and with the great
est vigor and energy that it may be able
lo exert. It has been decided to take
possession of Tampico, with a view to
facilitate the operations of the army of
invasion. That strong and immediate
movements aac lo be made, you may in
fer from the fact that, on Saturday, trans
fer drafts were signed, at the Treasury,
for very nearly a million of dollars on
the New York banks, in order to place
funds in New Orleans preparatory to new
operations.
Santa Anna, though probably disposed
for peace, as promotive of his own inter
ests, as well as those of his country, is
merely the agent and representative of
military caprice, which so frequently and
suddenly produces in Mexico "changes
without revolutions," as General Salas so
appropriately remarks. Santa Anna was
selected for the new movement because
lie had influence with the army, lie
would not destroy that influence by pro
moting peace. He may be willing to get
rid of those janissaries in some way or
other, but it will be difficult to do it. It
appears, too, that the constituent Con
gress, upon which is devolved the duty
of organizing the Government anew, is
to be a free body, and chosen without re
ference to any personal interest. The
rurmise that Santa Anna may use this
Congress as a mere machine for the pro
motion of his own objects, is, therefore,
unfounded.
The new movement is based mainly
on two principles internal tranquility
and territorial integrity. The first act of
the Constituent Congress, called to frame
the organic law of the country, would not
be to alienate its territory. If they can
secure internal tranquility, they will feel
more confident of preserving the integrity
of their territory.
No sagacious person can now believe
that 'there is much hope for peace from
the conciliatory disposition of Mexico.
Whatever hopes of a speedy peace were
founded upon the policy of Santa Anna
have been abandoned. From the Con
gress, I think, there will be less hope of
peace, even should we wait till December
for its meeting, and then some six months
for its deliberation and action. The Go
vernment, therefore, have decided to wao-e
war in earnest aud with all its energies,
from this day forward.
Prosecution or tfie War. General
Gaines, it is said, has received orders
from Washington for the immediate trans
portation of all the troops now stationed
on the Eastern Division to the seat of
war on the liio Grande. Letters from
Washington also state that orders are to
be transmitted to the Gulf for the taking
of Tampico.
. Pickpockets in Providence. We
learn from Mr. Ross of the Providence
Express, jhat Mr. Thomas Reed had his
pocket picked, on Saturday last, while at
.the Post Oflice in Providence. He lost
$1,000 money he has offered a reward
of $150, for the recovery of his property.

there will be sold by public outcry on the
premises, on Saturday, the Slst day of
October 1840, the Mowing real estate,
late of William Silbaugh, deceased, viz:
Two certain tracts or Plan
tations of land, situate in Addison town
ship, Somerset county.
The one called llomeplace, contain
ing about two hundred and thirty nine
acres, adjoining lands of John McClin
tock, James Campbell, Henry Reck and
William Harned, of which about one
hundred and thirty acres is cleared land
and about eighteen acres in meadow.
On which are erected owe livo-and a
half story house, with about two hun
dred fruit trrss and an excellent
on the premises; the place is also well
watered and well timbered.
The other place called Parker, in said
township and county, containing about
ninety six acres, adj ining lands of John
McCliiilork, John llanna, Esq., and
William Harned, of which about fifty
acres is cleared land, about three of
which is in meadow, with two good sugar
camps, a one-and a-half story house, and

thereon erected. The place is well wa
leied sind has about twenty fruit trees
thereon, and is well timbered.
Terms Cne third to remain a lien on
the premises, during the lifetime of the
widow, to secure the interest semi-annually,
of the residue one third in hand, and
the remainder in two equal annual pay
ments, to be secured by judgment bonds.

Liston Esq. Trustee fir the sale of the
real estate of the said William Silbaugh,

employed by the proprietor in his practice
on very large scale in Monongalia, Preston'
Harrison and Randolph counties, in Virginia, be.
sides several other places, and having been atten
ded with the most happy effects, he has been from
time to time solicited to adopt such a course nj
would give it a more extensive circulation,
a view to lessen the amount of human suffering.
Aware of the fact that many useless nostrum
have been palmed upon the public, he hesitated
for several years until thoroughly convinced that
the above medicine, if properly used, would not
fail to t-flect cures in a great many instances, and
even to alleviate those cases which are quite incu'
able.
Symptoms of a diseased Liver. Pain in the
right side, under the edge of tho ribs, increased
on pressure; sometimes the pain is in the left sido
the patient is rarely able to lie on the left side
sometimes the pain is fell under the shoulder
blade, it frequency extends to the top of the shoul
der, and is sometimes mistaken fr a rheumatism
in the right arm. The stomach is allktcd with
loss of appetite and sickness; the bowels, in gen
ral, aro costive, sometimes altering with lax, the
head :s troubled with pain, accompanied with a
dull, haavy sensation in the back part. There ii
generally a considerable loss of memory, accom
panied with a painful sensation of bavin? left
undone something which ought to have been
done. A slight dry cough is sometimes an atf.cn
dan?. The patient complains of weariness end
debility; he is easily startled, his feet are cold or
burning, and he complains of a prickly sensation
of the scin; his spirits are low; and although ho
Is satisfied that exercise would be beneficial'to
him, yet he can scarcely summon up fortitu
enough to try it. In fact, he distrusts every re
medy. Several of the above symptoms attend
the disease, but cases have occurred where few o
them existed, yet examination of the body after
death has shown the liver to have been extensive
ly deranged.
