11 and 12 is to be carried in a whe#) carri
age or by a led horse. A penalty It ther ate

either a carriage or led horse. No altera
tion will be nrade in the times fixed for the
arrival and departure of the mails in cbefe
routs.
Note 2. The Postmaster-General may al
ter the times of arrival and departure at ally
time during the continuance of tlie contratt*,
he previously stipulating an adequate com
pensation for any extra expence tnat may
be occasioned thereby.
Note 3. Fifteen minutes shall be allowed
for opening and closing the mail at all offices
where no particular, time is fpecified.
N<f/e 4. For every fifteen minuter delay
(unavoidable accidents excepted) in arriving
after the times prescribed in any contract,
the contra&or {hall forfeit one dollar ; and
if the delay continue until the departure of
any depending mail, whereby the u'iaiTs_def

addition*!-forfeiture of five dollars shall be
incurred.
Note 5. Newspapers as well as letters are
to be sent in the mails : anil if any-perfon,
making proposals, desires to carry newspa

without that emolument.
