Note i. The mail on the route No. 9, >O,
11 and 12 is to be carried in a whe«l carri
age or by a led horse. A penalty at tlier ate
of I j cents a mile will be incurred by the
contraflor for each time and mile that lie
shall carry the fame without making use of
either a carriage or led horse. No altera
tion will he made in the times fixed for the
arrival and departure of the mails in these
routs.
Note 2. The Pofimafler-General may al
ter the times of arrival and departure at any
time during the continuance of the contrails,
he* previously stipulating an adequate com
pensation for any extra expence tnat may
be occasioned thereby.
Note 3. Fifteen minutes shall be allowed '
for opening and closing the mail at all offices 1
where no particular time is'fpecified.
Note 4. For every fifteen minuter delay ,
(unavoidable accidents excepted) in arriving |
after the times prescribed in any contrail, !
the contra£tor shall forfeit one"oollar ; and j
if the delay continue until the departure of
any depending mail, whereby the mails des
tined for such depending mail lose a trip, an
additional forfeiture of five dollars (hall be
incurred.
Note 5. Newspapers as well as letters are
to be sent in the mails : and if any person,
making proposals, deli res to caiVy newspa
pers, other than those conveyed in the mail,
for his own emolument, he must state in his
proposals for what sum he will carry it
with that emolument, and for what sum
without that emolument.
Note 6. Sh»uld any peifon, making pro
pofals, desire an alteration of the times of
arrivaJ and departure above fpecified, he must
state in his proposals, the alterations defirsd,
and the difference they will n.ake in the
terms of his c«ntra£t. This note does not
«pply\o the routs No. 9, 10, 11 and 12.
No alteration will be made in those times.
