Note i. The mail on the route No. 9, 10,
it and 12 is to be carried in a wheel carri
age or by a led liorfir. A penalty at tber ate
of 12 cents a mile wiU be incurred by the
contraftor for each time and mile that he
(hall carry the fame without making use of
•either a carriage or led horse. No altera
tion wilj be made in the times fixed for the.
arrival and departure of the mails in these
routs.
Note 2. The Poflmafler-General may al
ter the times of arrival and departure at any
time during the continuance of the contrails,
he previously stipulating an adequate com
pensation for any extra expence tnat may
be occasioned thereby.
Note 3. Fifteen minutes lhall be allowed
for opening and doling the mail at all offices
where 110 particular time is fpecified.
Note 4. For every fifteen minuter delay
(unavoidable accidents excepted) in arriving
after the times orefcribed m any contrast,
the contraftor • "ill forfeit one dollar ; and
if the delay continue until the departure of
any depending mail, whereby the mails des
tined for fiith depending mail lose a trip, an
additional forfeiture of five dollar* (I*ll be
incurred.
Note Newspapers as well as letters are
to be sent in the mails : and if any person,
making propolis, desires to carry newspa
pers, other than those conveyed in the mail,
for his own emolument, he imift state in his
projpofals for what funi he will carry it
with that emolument, and for what sum
without that emolument.
Nfte 6. Sheuld any person, making pro
pefals, define an alteration of the times of
arrival and departure above fpecified, be molt
(late in his proposals, the alterations dcfired,
and the difference they will make in the
terms of liis csntraft. This note does not
apply to the routs No. 9, I®, n and 12.
No alteration will be made in those times.
Note 7. Persons making propafah are de
sired to state their prices by the year—Those
wHfc will receive their pay quarter
ly, in the month ef January, April, Joly.
