Note' 1. The mail on the route No. 9, 10,
11 artd 12 is to be carried in a wheel carri
age or by a le'd horse. A penalty at ther ate
of 12 cents a mile will fee incurred by the
contraftor for each time and mile that he
(hall carry the fame without making ufr of
either a carriage or led horse. No altera
tion will be made in the times fixed tor the
arrival and departure of the mails in these
routs.
Note 2. The Poflmafter-General may al
ter the times of arrival and departure at any
time during the continuance of the contract,
he previously flipulating an adequate com
pensation for any extra expence tnat may
be occasioned thereby.
Note 3. Fiftcert minutes (hall be allowed
for opening ami rioting the mail at all offices
where.no particular time is fpecified.
Note 4. For e very fifteen minuter delay
(unavoidable accidents excepted) in arriving
after the times prescribed in any contrail,
the contra&or fhali forfeit one dollar ; and
if the delay continue until the departure of
any depending mail, whereby the mails des
tined for such depending mail lose a trip, an
additional forfeiture of five dollars fhali bp
incurred.
Note j. Newspapers as well as letters are
to be ferit in the mails : and if any person,
making proposals, desires to carry newspa
pers, other than thole conveyed in the mail,
for his own emolument, he mult state in his
proposals for what sum he will carry it
with that emolument, and for what sum
without that emolument.
Note 6. Should any person, making pro
pofals, delire an alteration of the times
arrival and departure above fpecified, he m.uft
state in his proposals, the alterations defirtd,
and the difference they will make in the
terms of his c»ntraft. This note does not
apply to the routs No. 9, 10, 11 and 12.
No alteration will be mide in those times.
