' CAUTION.
WHEREAS Mary Fawling, widow of Walter
Mottly, afterwards wife to John Siilons, at pre
sent the fubferiber's wife, did on ihe 17th Nov.
in the evening my being abfmt, with the assistance
of her ion, take all the furniture from the room
where we lived, and has put them in some place
where I carnot find them, except on* bed, bureaj
and a few small trifles not worth to (hillings has
i been delivered me since ; —This is therefore to
forbid any person whatever in the country or in
the town not to employ her nor harbor or aflift
her, nor to give her any credit whatever : and all
ptrfons I do for'aid from keeping the remainder

thorile and empower, the Secretary of the Trea
sury, to borrow on behalf of the United States,
any sum not exceeding in the whole, five mil
lions of dollars and to make such contrail or
contrasts as ihould be neceflary, and for the in
terest of the United States, in purluance of the
Ail of Congress above recited.
Now therefore, the undersigned, Secretary
of the Treasury, in pursuance of the Adl of
Congress, and the authority from the President
of the United States, above mentioned, doth
hereby on behalf of theUnfted States of Ame
rica, contrail aid engage in manner following,
to wit.
ift. A book for receiving fubferiptions to a
Loan of fire millions of dollars far the ufc of
the United States (hall be opened in the city of
Philadelphia, at the Bank of the United State;
on Thursday the twenty eighth day of February
ensuing, which book fnall continue open for the
purpose of receiving fubferipvions, until the
whole of the said five millions of dollars (hall
be fubferibed. If more than five millions of
dollars (hall be fubferibed on the firft day of
opening the said loan, the surplus (hall be de
duced m proportion to the sums fubferibed by
individuals, exceeding four thousand dollars.
ad. For every hundred dollars which may be
fubferibed there (hall be forthwith deposited and
paid the sum of twelve dollars and fifty cents,
and like payments of twel le dollajs and fifty
cents, lhall be made within the firft ten days of
the months of April, May, June, July, Anguft
September and Oflober ensuing. The Secre
tary of the Tteafuiy however reserves the ritht
of reducing the number of inftallmeots by spe
cial agreements, with tbe individuals who may
become fubl'eribers.
3d. On the failure of payment of anyinftall
ment of the sums fubferibed according to the
tenor of the second article, the next preceeding
installment of twelve dollars and fifty cants,
which lhall have been paid, for every hundred
dollars fubferibed (hall be forfeited to the Unit-
Sutes.
4th, The sums fubferibed (hall and may be
paid to the credit of the United States, at the
Bank of the United States, or at the offices of
discount and deposit of the (aid bank at Boston,
New-York, Rahimore, or Charleston, or at ei
thcr of the Banks of Salera, in MafTachlifetts,
Newport and Providence in Rhode-I(land,Hart
ford in Conne&icut, Albany in New-York, or
Alexandria in Virginia, for which payments,the
receipts ef the Cafliiers of the Offices of Dis
count and Deposit and of the Banks aforefaid
(hall be received at the Bai\k of the United States
as equivalent to money ; but no payment of a
subsequent inftallmem lhall be received at any
other place than that where the firft iitftallment
was paid, except at the Bank of the United
States ; in cafe any depolits (hall be made at the
offices of Discount or Deposit, or at either of
the Banks aforefaid, which lhaH not be applied to
the payment of the firft installment of fubferip
tions to the Losn aforefaid, the laid deposits
.'hall be forthwith refunded by directions from
the Treasury.
sth. For the sums or number of (hares of one
hundred dollars, which may be fubferibed, cer
tificates (hall be given by the Csftiierof the Bank
of the United States, which (hall be assignable
by indorsement, and delivery of the parties i-n
whofc favour the said certificates may be ifTued,
until the completion of the payments required
by the tenor of the second article preceeding.
6th. The sums fubferibed and paid in pursu
ance of the tenor of the second article preceed
ing, lhall after the said payments have been
com pleated, constitute a funded capital stock
divisible into (hares'of onehundred dollars each,
which capital stock (hall bear interest at the rate
of eight per centum per annum from the times
fixed for the payment of the refpeflive install
ments payable quarter yearly at die Treasury of
the United States, or at the Loan Offices where
j the fame may stand credited, until the last day
1 of December, in the year one thousand eight
hundred and eight.
7th. After the lalt day of December in the said
year one thousand eight hundred and eig t, and
after reasonable notice to the creditors, which (hall
he given hy an advertisement in feme public news
paper, j-rinted at the feat of the government of the
United States the said capital (lock (hall be re
deemable at the pleasure of the United States by
the re'.mburfement of the whole sum or sums
borrowed, and which may constitute the (aid capi
tal stock either at the treasury of the United States
or at the loan offices where the fame may stand
credited. '
Bth. The credits for the said capital (lock (hall
and may he separately certified in sums either for
one hundred, four hundred, one thousand, four
thousand or ten thousand dollar, an d the credits
so certified (hall be transferable hy the creditors or
their attormes, at the Treasury and Loan Offices
relpechvely, in pursuance of the rules which, have
been, or which may be etlabWhed relative to the
transfer o( the funded (lock of the Uirted States,
9th. A fufficient (um of the surplus of theduties
on Imports and Tonnage beyond the permanent
appropriations heretofore charged upon them bv
law together with the faith of the United States
