BY an A<3 of Congress paffedon the sixteenth
day of Jaly in the year of our Lord one thou
sand seven hundred and ninety eight, the Prcfi
dfcnt of the United States is authorised to borrow
. oh behalf of the United States from the
Bank of the United States, or from any other
body or bodies politic or corporate, or from |
any person or persons, and upon such terms j
and conditions as he (hall judge most advan- J
tageous for the United States, a sum not
exceeding five millions of dollars, so however,
that no contra<3 or engagement be made which
stall preclude the United States from reimburl
any fan or foms borrowed at any time after
the expiration of fifteen years from the date of
such loan. And whereas, it is declared by the
said \A, that so much as may be necefTary of
the surplus of the duties on Imports and Ton
nage beyond the permanent appropriations here
tofnrecharged upon them by law, lhall be pledg
ed and appropriated for paying the interelt, and
ilfo for paying and the principal
sum or funis of all the monies which may be
borrowed, according to the term or terms which
may be fixed, pursuant to the authority afore
faid—And whereas by the said A<sl, the faith of
the United States is pledged to establish fufficient
~ permanent Revenue* for making up any deficien
cy that -may hereafter appear in the provifiona
before-mentioned for paying the interest and
principal sums, or either of them, of any mo
nies which may be borrowed pursuant to the said
AcTk And whereas the Pretident of the Unit
ed States did b\ an Aft or Commifiion under his
hand dated the ninfli day of January in the year
one thousand seven hundred and ninetynine,au
thority and empower, the Secretary of the Trea
sury, to borrow on behalf of the United States,
any sum not exceeding in the whole, five mil
lions of dollars and to make fnch contrail or
contracts as fhoiild be necelTary, and for the in
terest of the Unkfd States, in pursuance of the
Aft of Congress above recited.
AW> therefore, the uhderfigoed, Secretary
of the Treasury, in pursuance of the A<£t of
Congress, and the authority from the President
of the United States, above mentioned, doth
hereby on behalf of the United States of Ame
rica, contiatl asd engage in manner following,
to wit.
- ift. A book for receiving fubferiptions to a
Loan of five millions of dollars far the use of
the United States shall be opened in the city of
Philadelphia, at the Bank of the United States
on Thursday the twenty eighth day of February
eniuinj;, which book shall continue open for the
pnrpofe of receiving fubferiptions, until the
whole of the said five millions of dollars Ihall
be fubferibed. It more than five millions of
dollars shall be fubferibed on the firft day of
opening the said loan, the surplus shall be de
duced in proportion to the sums fubferibed by
individuals, exceeding four thousand dollars.
id. For every hundred dollars which maybe
ftiblcribed there shall be forthwith deposited and
paid the sum of twelve dollars and fifty cents,
and like pavmests of twel/e dollars and fifty
cents, (hall be made within the firft ten days of
the months of April, May, June, July, Aaguft
September and Oflober ensuing. The Secre
tary of the Treasury however refervet the rif ht
of reducing the number of installments by spe
cial agreement, with the individuals who may
become fuhferibers.
3d. On the failure of payment of any install
ment of the sums fubferibed according to the
tenor of the l'ecoml article, the next preceeding
installment of twelve dollars and fifty cents,
which shall have beci> paid, for every hundred
dollars fubferibed shall be forfeited to the Unit-
States.
4th, The sums fubferibed shall and may be
paid to the credit of the United States, at the
Bank of the United States, or at the offices of
discount and deposit of :he said rfank at Boston,
New-York, Baltimore, or Charleston, oratei.

ON Friday evening last about fix o'clock,
John jhiflds, Tun. second son of
Mr. John Shields, of this city, was afiaulted
by four ruffians in Front street, near the
Auction Store of Edward Fox, Esq. JJe
made all the resistance in the power of a youth
of fifteen ; —finding himfelf overpowered by
numbers, he endeavored to escape ; one of
the fellows pursued him, threw him, jumped
on'his leg and broke it. Any person that
can give any information of the name or place
of abode of any of the four, will corffer a
favor by calling at No. 22, Chefnut street.

Note 1. The contracts for the above routes

trail for the route No. 4is to continue until the
firft day of October in the year 1801.
Note 1. Fifteen minutes (hall be allowed far
opening and clojing the mail at all offices on the
routes where no particular time is fpecified.
Note 3. For every fifteen minutes delay (the
impassibility of rivers excepted) in arriving af
ter the times prescribed, m any contrail, the
contraflor shall forfeit one dollar; and if the
delay continue till the departure of any depend- |
ing mail, whereby the mailt destined for such J
depending mail lose a trip, ah additional for
feiture of five dollars shall be incurred.

Note 5. The usual penalties for milconduil

cure the mail from rain- The mailt on tfyat
route during the reft of the year and tiie routes
No. s and 3 shall be alway* carried in a light
box fefficient to defend it from the rain, or a box
within the body of the stage.

That on the liquidation and settlement of the
said Certificates, and Indents of Interest, at the
Treasury, the Creditors will be entitled to receive
Certificates of funded Three Per Cent.Stockequal
to the amount of the said Indents, and the arrear
ages of intercft due on their said Certificates, prior
to the firft day of January one thousand seven
hundred and ninety one.
That the principal sums of the find Loan Office
and final settlement Certificates, with the intercft
thereon, since the firft day of January, one thou
sand seven hundred and ninety one, will be dis
charged after liquidation at the Treasury, by the
payment of interest and reimburfementof princi
pal, equal to the sums which would have been
payable thereon, if the said Certificates had been
fubfccibed, pursuant to the Aas making provision
for the debts of the United States, coatraaed dur
ing the late war, and by the payment of other
sums, equal to the market value of the remaining
Stock, which would have been created by such
fnbfcriptions asaforefaid, which market value win
be determined by the Comptroller of theTreafury.
