There 4a a story told among the Tar •
tars, which has a moral for the civilized
men of the present day. It is to this
effect; Robo, cousin of the Great Mo
*□l. was condemned to death for par
ttoipation in a rebellion. The most
■kllful swordsman in the empire was
provided for the execution, and tfce
Great Mogul and his court were pres
ent as spectators.
The thin, keen blade flashed in the
sanlight and desc ended upon the bar
neck of Robo, who stood upright up to
receive the stroke.
The executor's work w as so deftly, j
done that though the head was severed
not a vital organ was disturbed.
Robo remained standing.
"What, Robo, art thou not be
headed?" exclaimed the Great Mogul.
"My lord, I am," replied Robo, "stub
as long as I keep my balance right, my
head will not fall off."
TheGreatMogul was placated,a band"
age was put on Robo's neck, and he
reoovered. He afterwards become a
loyal subjeot and was made Cashier of
the Empire, because, as the Great
Mognl remarked—
"Ha knows that if he keeps his bal
ance right,hls head will not come off."

The Rise of Postage Stamps.
It is estimated that every year about
60, C 00,000,000 letters are posted in the
world. America leads, with adout 2,-
500,000,000, and England follows with
700,000,000. Japan, which established
a postal service only ten years ago, now
mails annually 95,000,000 letters. Post
age stamps are of a far more recent
origia than many people imagine.
Great Britain was the first country lo
issue them, and in 1840 a prepaid en
velope made its appearance, designed
by W.Musready. Prepaid letter sheets
were issued about the same time,there
being two denominations, one penny
and two penny. Before that time pos
tage was prepaid at the poatoftice, or
what was even more common, collected
upon delivery. Now almost every
oountry in the civilized world has
adopted this method of prepaying post
age. Strange as it may appear, Brazil,
in 1843, was the first nation to follow
Great Britain's example. It was not
until 1847 thattheUuited States began
to use postage stamps,but several years
prior lo that time the postmasters at
New York, St. Louis, Baltimore, New
Haven, Piovidence and Brattho >ro
had issued stamps for their own
convenience.

and it is quite proper that they should
