A TARIFF COMMISSION.
WASHINGTON, April 13.— 1n the Se
nate to day Mr. Eaton, frnm the com
mittee on Ii nance,' reported a bill creat
ing a new tariff commission. It creates
a commission to be called the tariff
commission, to consist of nine mem
bers, to be apuoiuted from civil life by
the President, bv and with the c inseut
of the Senate, the frst-named of whom
shall be president of the c mamissi n.
Tlio commissioners shall receive ten
dollars per day each dining the i
when engaged in active dutv an l other
necessary expenses. The commission
shall have power to employ a stenogra
pher and messenger. It shall be tlie
duty of the commision to take into con
sideration and thoroughly investigate
all the various ques'ion relative to the
agricultural, • commercial ,meicantile,
manufacturing, mining andj industrial
interests of the UmtedStates, so far as
tne same may bs necessary totlieestub
lishment of a tariff or a revision
of the existing tariff up.m a scale of jus
tice to all interests, and for the purpose
of fully examining the matters which
may come before it. Such comumsiou is
empowered to visit such por
tions of the country as it nay deeua ad
visable. They shall report to Co 'gress
the results of their investigation and
the testimony taken in the course of
the same from time to time, and make
their final report not later than tl.e
first Monday in Dcember, 1881.

SUFFOCATED IN A WELL.—Lancas
ter, April 14. Early this morning two
men named Daniel Miller and Charles
Eraser, were suffocated in a well near
Bird-in-Hand. it appears that a blast
had been set off, and one .of the men
went down before th-e gas had time to
escape and was immediately overcome.
His comra le went to his rescue and
lost his life in the attempt. Both men
were unmarried and about twenty-five
years of age.
LYNCHING A NEGRO.— Petersburg,
Ya., April 13. James Black the negro
who attempted an outrage on the per
i son of M's. llattio Ferris, no.tr Ford's

! of the present month, was taken from
j jail, at th* Dinwiddin Court Moose, be
tween nine and ten o'clock last night,
: by an armed body of seventy-live mask
ed mm, and hanged to the gallows near
i the jail, the same on which Jack Pleas
ants, tne negro murderer, was executed
two years ago. After completing their
work the murderers left for their Ironies
without being recognized by the jailor,
who was knocked down by them before
surrendering tlit* keys to the cell in

gallows, viewed by a laige crowd of
