THE CASH SYSTEM.— After upwards
of eight years' in the print -:
ing business, we have come to the eon- :
elusion that theeo-s/i system U the be--,
for both publisher and patron. Wej
Lave, therefore, determined gradually
to adopt it. Whilst we are willing to •
accommodate those who are unable to
pay cash, we shall expect those who are
able, to do so in variably. One reason;
for this, is that if we are paid cash,,
we can buy our paper, Ink and other;
materia! for cash, which enables us to
purchase at lower rates than when we j
hay on time, thus justifying us also in I
charging our patron? lower prices. But ]
the fact is, we c&unot sustain an office |
like ours, on the h-mt system. We do!
not make this notide, because we are;
diwatistied with any of our patrons, j
but simply to inform on''- and all of our
intention to adopt the each plan. Wt j
hall make our job work and ad vert i
►lug exlusively cash. and we, ihetefore,
hope our friend? will not take it 'Amiss,
if occasionally a bill is sent them to re
mind them of our rule. We do not
send bills because we fear that we will
not b< paid, hut si hi ply for the reason I
that we don't want to go into an esten
k system of book-keeping. We have

Judges.— The board of Return Judges
(or rather a portion of it) re-assembled,
on Friday last, to count the 'army vote.'
With gTeat seriousness, gravity and de
termination. they sal duwn to discharge
the onerous duty which the law devolv
ed upon them. The President of the
board took his seat t supported on each
side, by a clerk. Grim and awful-look
in? judges occupied the space in front
of the President and clerks. Some eight
of them were heroes of the great battle
with the 'Skedadlers" who claimed
the rights of citizens, at the polls, on !
| the tenth of October. These stern and
terrible members of the courts-martial
which sat in the disguise of election
boar ds, awaited, with much anxiety, ;
j tin- opening of the Prothouotary's bud-1
| get containing the votes returned from j
| the army. They had some recollection i
! of the charges of fraud made against j
| "Shannon," "Meyers" and others, by i
; John Cessna, Aleck M'Cluro and otlu r '
worthies In their party. As Cessna '
and M'Cluro, somehow, or other, had i
j failed to bring these dreadful fellows:
i to justice, (they being still at large and
! working awav at their "treasonable"
schemes as busily and defiantly as ever':
the veteran, anti-skcdadler, a la court
martial, return judges were not with- i
out apprehension that tlie soldiers
: would again be "defrauded," or, in J
! plain English, that the efforts of their '
j own party to make fraudulent returns
i from the army, would again be deleat
