JYotice is Hereby Ciiven, That every person excepting Justices of thd pence, who shall hold any office or appointment ot profit or trust under the United States, oi of this State, or any city or corporated district, whether a commis sioned officer or otherwise, a subordinate officer, a gent who is or shall be employed under the legisla ture, executive or Judiciary department ot this S.ate or of any city, or of any incorporated district, and also, t hat every member of Congress and ol the State Legislature, and of the selector common council of any city, or Commissioners of any incorporated dis trict, is by law incapable of holding or exeicising i at the time, the office or appointment of Judge, in spector or clerk of any election of this Common wealth, and that no inspector, judge or other officer of such election shall be eligible to be then voted tor. And the said act of assembly entitled "an act re lating to elections of thi Commonwealth," passed July 3d, 1819, further provides as follows, to wit: "That the inspectors and judges shall meet at the respective places appointed lor holding tfie plection in the district at which they respectively belong, be fore S o'oclock in the morning of the 2d Tuesday of October, and each saiu inspector shall appoint one clerk, 'vtio shall be aqualiliel voter of such dis trict. "In case the person who shall have received the 1 second highest number of votes for inspector, shall not attend on the day ol any election, then Ihe per- ' son who shall have received the second highest number of votes for Judge at the next preceding e lection. shall act act as inspector in his place. And ill case the person who has received the highest number ol voles for inspector shall not attend, the person elected judge shall appoint an inspector in his place, and in case the person elected judge shall not atfpnd, then the inspector who received the highest number of votes shall appoint a judge in his place ; and ii any vacancy shall continue in the board for the space oi one hour alter the time fixed by law for the opening of the election Ihe qualified voters for the township, ward or district lor which such officers shall have been elected, present at the election, shall elect one of their number to fill such a vacancy. It shall be the duty of Ihe several assessors re pectively to attend at the place of holding every general, special, or township election during the whole time such election is kept open, for the pur pose ol giving information to the inspectors, and ludge, when called on, in relation to the light of any person assessed by them to vote at such elec iion, ami on such other matters in relation to the assessment of voters, as the said inspectors oi either oflhem shall from limp to time require.
