FIRST AM F. NOME NT. 1 here shall be an additional article to said Con stitution to be designated as article eleven as tol - lows: ARTICLE XI. OF PCBLtC DEBTS. Section 1. The State maycontiact debts, to supply casual deficits or tailures in revenues, or to meet ex penses not otherwise provided tor; but the aggre gate amounts ot such debts direct and contingent, whether contracted by virtue of one or more acts ol theCeneral Assembly, or at different periods ol tune, shall never exceed seven hundred and fifty'-thousand dollais, and the money arising from the ciealionfof such debts, shall be applied to the purpose for which it was obtained, or to icpay the debts so contracted, and to no other purpose whatever. Section 2. In .addition to the above limited power the State may contract debts to repel invasion, sup press insurrection, defend the State in war, or to i-- deem tiie present out-randing indebtedness of the State; but the motley arising from tbe contracting ot such debts, shall be applied to the purpo.-e for winch it Was lai-ed, or to repay such debts, and to no other purpose whatever. Section 3. Except !he debts above specified, in section one and two of I his article, no debt what ever shall be created by or on behalf of the State. Section 1. To provide for the payment of the pres ent debt, and any additional debt contracted as afore said, the Legislature shall, at its first se--ion, alter the adoption of this amendment, create a sinking fund, which shall be sufficient to pay the accruing interest ot -uch debt,-and annually to reduce the principal thereof by a sum not less than two hundred andfjlty thousand doffars ; # which sinking fund shall consist of the net annual income of tile public works, from time to time owned by the State, or the pro ceeds ot the sale of the same, or any part thereof, and of the income and proceeds of sale of stock own ed by the State, together with other funds, or resour ces, that may be designated by law. The sanl sink ing fund may be increa>ed, from time to time, by as-igiiing to it any part of the taxes, or other reve nues ol the State, not required lor the ordinary and current expense* of government, and unlos in case of war, invasion or insurrection, no part of the said sinking fund shall be used or applied otherwise than in the extinguishment of the public debt, until the amount of such debt is reduced below the sum of five millions of dollars. Section 3. I'iie credit of the Commonwealth shall not, in any manner or event, be pledged, or loaned to, any individual, company, corporation, or associa tion ; nor shall the Commonwealth hereafter become a joint owner, or stockholder, in any company, asso ciation or corporation. Sec. (J. The Commonwealth shall not assume the debt, or any pari thereof, of any county, city, bor ough, or township; or of any corporation, or ussoci tion ; unless U ch debt shall have been contracted to enable the State to repel invasion, suppress domestic insurrection, defend itself in time of war, or to as sist the State in the discharge of any port.on of its pre-eri t indebtedness. FOURTH AMENDMENT. There shall be an additional section to the first ar ticle of said Constitution, which -hall be numbered and read as follows: Section 20.
