INSTRUCTIONS,
Con/iining conditions to be incorporated in
the contracts, to the extent the department may
i/eevi proper.
1. Seven minutes are allowed to earh inter
mediate ofiice, when not otherwise specified, for
assorting the mails; hut on rail-road and steam
boat routes there is to be no more delay than is
sutlicient for an exchange of the mail bags.
2. On routes wheie the mode of conveyance
admits of it, the special agents of the depart
ment, also post ofiice blanks, mail bags, locks
and keys, are to be conveyed without extra
charge.
3 On railroad and steamboat lines, British
and Canada mails, when offered, are to he con
veved without additional pay : also, the route
agents of the department, for whose exclusive
use, while travelling with the mails, a commo
dious car, or apartment in the centre ola car,
properly lighted, warmed, and furnished, and
adapted to the convenient assortment and due
security of the mails, is to he provided by the
contractor, under the direction ol the depart
ment.
Railroad and steamboat companies are re
quired to take the mail from, and deliver it in
to, the post offices at the commencement and
end'of their routes, and to and from all others
not more than eighty rods from a station or lan
ding. Proposals may be submitted for the per
formance of all the side service—that is, for of
fices over eighty rods from a station or landing.
4- No |ay will be made for trips not per
formed : and for each of such omissions not sat
isfactorily explained three times the pay of the
trip may be deducted. For arrivals so far he
hind time as to break connexion with depend
ing mails, and not sutlicient I v excused, one
fourth of the compensation for the trip is sub
ject to forfeiture. Deduction will also he or
dered Far a grade of performance inferior to that
specified in the contract. For repeated delin
quencies of t lie kind herein specified, enlarged
penalties, proportioned to the nature thereof
and the importance of the mail, may be made.
3. For leaving behind, or throwing off the
mails, or any portion of them, for the admission
of passengers, or ii>r being concerned in setting
up or running an express conveying commercial
intelligence in advance of the mail, a quarter's
pay may be deducted.
(i. Fines will be imposed, unless tint delin
quency lie promptly and satisfactorily explain
ed bv certificates of post-masters, or the affida
vits of other creditable persons, lor failing to ar
rive in contract time; for neglecting to take
the mail from, or deliver it into, a post ofiice ;
for suffering it (owing either to the unsnitable
tiess of the place or manner of earning it; to
he wet, injured, destroyed, robbed, or 10-t ; and
for refusing, alter demand, to convey the mail
as frequently as the contractor runs, or is con
cerned in running, a c-.a; h, car, or steamboat,
on a route.

contract for repealed failures to run agreeably

contract without the assent of the Postmaster

S. The Postmaster General may order an in
crease of service on a route by allowing therefor
a pro rato increase on the contract pay. lie
may change schedules of departures and arri
i vals, anil make them conform in all cases to
I connexions with railroads, without increase of
, pay, provided the running time be not abridged,
lie may also order an increase of speed, allow -
ing, within the restrictions o| the law a promt i
increase ot' pay for llie additional stock or car
riers, if any. The contractor may, however,
in the case of increase of speed, relinquish the
contract by giving prompt notice to the depart
ment that lie prefers doing so to carrying the
i order into < fleet. The Postmaster General
may also curtail or discontinue the service, in
whole or in pait, at pro ruin decrease of pay,
j allowing one month's extra compensation on
the amount dispensed with, whenever, in his
I opinion, the put.lie interests c!<> not require the
same, or in ease lie desires to supersede it. bv a
different grade of transportation.
9. Payments will lie made for the s> rv ice by
' collections from, or drafts on, postmasters, or
otherw ise, alter the expiration of each quarter
—say in February, May, August, and Novem
ber.

I best information; but no increased pay will be
allow ed should they be greater than advertised,
if the points to be supplied he cotrectly stated.

law from know ingly making a contract for the
transportation of tlie mails with any pet son
who shall have cut. led into, or proposed to en
ter into, any combination to prevent the mak
ing of any bi ! for a mail contract by any other
person or persons, or who shall have made any
agreement, or shall have given or performed, or
promivd to give or perform, env consideration
whatever, or to do, or not to do. any thing
whatever, in order to induce any other person
or persons not to bid for a mail contract.
12. A bid received after time,or without the
guarantee required by law, or that combines
several routes in one sum of compensation,
cannot be considered in enm|vetitioii with a re
gular proposal, reasonable in amount.
13. Bidders should, in ali cases, firs' pro|ios
for service strictly according *.o the advertise
ment, and then, if they desire, separately, tor
different service: and it' tlie regular bid be the
lowest offered for the advertised service, the o
thpr propositions mav be considered.
14. There should be butpne route bid for in
a proposal.
15. The route, the service, the yearly pay,
the name and residence of the bidder, (that is,
bis usual post office address) and those of each
member of a firm where a company offers, sho'd
be distinctly stated: also, the mode of convey
ance, if a higher mode than horseback be inten
ded. The words "with due celerity, certain
ty, and security," inserted to indicate the mode
of conveyance, will constitute a i: star bid."
When a "star bid" is intended no specific con
veyance must be named.
10. Bidders are requested to use, as far as
practicable, the printed form of pioposal furn
ished by the department, to write out in lull
the sun, of tfieir bids, and to retain copies of
them.
No altered hid can bp considered, and no bid
once submitted cau be withdrawn.
Each bid must be guarantied by two respon
sible persons. General guaiantees cannot be
admitted.
17. The bid should be sealed; superscribed
"mail Proposals, State of "addressed "Se
cond Assistant Postmaster General," Contract
Office, and sent by mail, not by or to an agent,
and Postmasters will not enclose Proposals, (<>r
letters of any kind) in their quarterly returns.
18. The contracts are to be executed and re
turned to tin* department by or before the first
of July, 1 SAG, but the service must be commen
ced on the mail day next after that date, whe
ther the contracts he executed or not. No pro
jsosition for transfers will he considered until
the contracts are executed in doe form and re
ceived at the department; and then no transfers
will be allowed unless good and sufficient rea
sons therefor are given, to be determined by the
depart ment.
19. Postmasters at offices on or near rail
roads, but more than eighty lods from a station,
will, immediatelv alter the 10th of April next,
report their exact distance from the nearest sta
tion, and how they are othei wise supplied vi ith
the mail, to enable the Postmaster General to
direct a mail messenger supply from the first of
.July next. .
20. Section IS of an art of Congress approv
ed March 3, IS4G, provides that contracts for
the transportation of the mail shall he let. "in
every case, to the lowest bidder tendering suffi
cient guarrntees for faithful performance, with
out other reference fo the mode of such trans
portation than may he necessary to provide for
the due Celerity, certainty, and security of such
transportation." Under this law a new des
cription of hids has been received. It does not
specify a mode of conveyance, but engages to
take the entire mail each trip with celerity,
certainty, and security, u-ing the terms of the
law. These bids are styled, from the manner
in which they are designated on the books of
the department, ii star l/lds,' , and they will he
construed as providing for the conveyance of the
entire mail, however large, and whatever mag
be the mode necessary to insure lis "celerity t ,
certainty, and security.
In all cases w here the lowest grade of ser
vice is believed to he sufficient, the lowest hid
will be accepted, if duly guarantied, in prefer
ence to a "star" or specified bid.
When the lowest bid is not a "star" bid, and
specifies either no mode or an inadequate mode
of conveyance, it will not be accepted, but Set
aside for a specific hid proposing the necessary
service.
