INSTRUCTIONS,
Containing conditions to be incorporated in
the contracts,to the citeni the department rnnij

]. Seven minutes are a!Sowed to each inter
mediate office, when not otherwrse specified, for
assorting the mails; but on rail-road and steam
boat routes there is to he r.o more delay than is
sufficient for an exchange of the mail bags.
2. On routes wheie the mode of conveyance
admits of it, the special agents of the depart
ment, also post oil ice blanks, mail bags, locks
and keys, are to be conveyed without extra
charge.
3 On railroad and steamboat lines, British
and Canada mails, when oiiered, are to be con
veyed without additional pay : also, the route
agents of the department, for w hose exclusive
use, while travelling witti the mails, a commo
dious car, or apartment in the centre of a car,
properly lighted, warmed, and furnished, and
adapted to toe convenient assortment and due
security of the mails, is to be provided by the
contractor, under the direction of the depart
ment.
Railroad and steamboat companies are re
quired to take the mail from, and deliver it in
to. the post offices at the commencement and
end of their routes, and to and from ail ofiices
not more than eighty rods from a station or lan
ding. Proposals inav he submitted for the per
formance of all the side service—that is, for of
iices ovei eighty rods from a station or landing.
4. No pav will he made for trips not per
formed ; and lor each of such omissions not sat
isfactorily explained three times the pay of the
trip may he deducted. For arrivals so tar be
hind time as to break connexion with depend
ing mails, and not sufficiently excused, one
fourth of the compensation for the trip is sub
ject to forfeiture. Deduction \vhi also he or
dered for a grade of performance inferior to that
specified in the contract. For repeated delin
quencies of the kind herein specified, enlarged
penalties, proportioned to the nature thereof
and the importance of the mail, may be made.
5. For leaving behind, or throwing off the
mails, or any portion of them, for the admission
of passengers, or tor being concerned in setting
up or running an express conveying commercial
intelligence in advance oi the mail, a quarter's
pav may be deducted.

quency tie promptly and satisfactorily explain
ed by certificates of post-masters, or the affida
vits of other creditable persons, for failing to ar
rive in contract time: for neglecting to take
the mail from, or deliver it into, a post office ;
lor suffering it (owing either to the unsuitable
ness of the place or manner of carrying it! t.

for it fusing, after demand, to convey the mail
as frequently as the contractor runs, or is con
cerned in running, a coach, car, or steamboat,
on a route.
7. The Postmaster General may annul the
contract for repealed failures to run agreeably
to contract ; for violating tile Post Office laws,
or disobeying the instructions of the department :
for refusing to dischaige a carrier when required
by the department to do so; for assigning the
contract without the assent of the Postmaster
General : for running an express as aforesaid :
or for transporting persons or packages convey
ing mailable matter out of the mail.
S. The Postmaster General may order an in
crease of service on a route by allowing therefor
a pro rnto increase tin the contract pay. He
may change schedules of departures and arri
vals, and make them conform in all cases i<>
connexions with railroads, without increase of
pav, provided the running time be not abridged.
He may also order an increas" of speed, allow -
ing, within the restrictions of the law a prorata
increase of pay for the additional stock or car
riers, if any. The contractor may, however,
in the case of increase of speed, relinquish the
contract by giving prompt notice to the depart
ment that he prefers doing so to carrying the
order into effect. The Postmaster General
may also curtail or discontinue the service, in
w hole or in part, at pro rata decrease of pay,
allowing one month's extra compensation on
the amount dispensed with, whenever, in his
opinion, the public interests do not require the
same, or in case he desires to suj rsede it by a
