The successful-to-that-point park cleanup effort came to a screeching halt when one of the flying patrols sailed down and sank its talons into the back of a chihuahua, out for a walk with its owner. The tiny pooch was promptly shipped off to a veteri narian via one of the city’s taxis and the hawks retired from duty.
