A Reference Guide For Exhibiting Animals At Fairs

In 2002, legislation was enacted which affected the rules gov
erning health requirements for animals enrolled for competition
or show in exhibitions such as county agricultural fairs or the
state farm show. As we enter into the fair season, Pennsylvania
Farm Bureau has developed a summary, by species, of require
ments that must be met in accordance with the new state law,
which aims to ensure the health and safety of Pennsylvania's an
imal population, as well as the health of people attending the
fair.
This law not only affects procedures for enrolling in an exhibi
tion it will also slightly alter the look of the fairground this

year. Several sanitation standards are implemented by this legis
lation, including an “adequate hand-cleansing facility for adults
and children” which will be conveniently located on the animal
exhibition grounds with notices posted encouraging handwash
ing after touching animals or using the restroom and before eat
ing.
The following rules are applicable to:
• An agricultural fair, defined as one operated in a manner
which makes it eligible for a grant under the Pennsylvania Agri
cultural Fair Act (Act 92 of 1986).
• A petting zoo.
• An event where animals are displayed on animal exhibition
grounds for view and physical contact under one of the three fol
lowing conditions: if the operator advertises the event, if the op
erator charges an admission fee for access to the animals, or if
there is a retail food establishment on the grounds.
Act 211 of 2002 states, “A person may not bring
an animal to an animal exhibitio'n unless the per
son has an established veterinarian-client-patient
relationship,” (3 Pa.C.S.A 2502 (3)). Because of
this new regulation, ail species up for show will re
quire an “Animal Owner or Caretaker’s Verifica
tion of Veterinarian-Client-Patient Relationship
Form” which must be presented at all shows and
fairs in Pennsylvania.
For clarification purposes, what has popularly
been called a health certificate or health chart, has
now been renamed the Certificate of Veterinary
Inspection, also known as Form AAI-13. As was
previously applicable according to section 102.23
of the Pennsylvania Code:
• No poultry or livestock from a premises under
quarantine for a contagious or infectious disease is
eligible to be exhibited.
• No poultry or livestock showing evidence of
infectious, contagious, or parasitic diseases will be
admitted to a show.
• Livestock or poultry not representative of
their species due to conformation conditioning or
of a fractious nature is not eligible to be exhibited.
All participants should consult fair premium
books containing rules for a particular fair. There
may be additional animal health specifications for
each individual event.
An “Animal Owner or Caretaker’s Verification
of Veterinarian-Client-Patient Relationship Form”
must be presented upon arrival at all shows and
fairs in Pennsylvania, including out-of- state en
tries.
Horses must be accompanied by an approved
Certificate of Veterinary Inspection which must be
available at all times for additional inspections.
Solid color animals must be identified by some
method of unique identification, e.g. lip tattoo,
brand, distinctive marks, etc.
In order to avoid spread of equine infectious
anemia, all horses must be official ELISA or AGID
test negative within one year of admission to the
show.
Immunizations for contagious respiratory dis
ease should be administered not less than 15 days
before a show.
In addition, 4-H Horse and Pony Rules require
that animals entered in 4-H horse shows must be
vaccinated against rabies at least one month, but
not more than 12 months before the opening of the
show.
Dairy And Beef Cattle
An “Animal Owner or Caretaker’s Verification
of Veterinarian-Client-Patient Relationship Form”
must be presented upon arrival at all shows and
fairs in Pennsylvania, including out-of- state en
tries.
Animals must bear unique, permanent identifi
cation, such as an official ear tag or breed registra
tion tattoo, and be accompanied by an ap
proved Certificate of Veterinary Inspection
which must be available at all times for addi
tional inspections.
The Certificate of Veterinary Inspection
must certify that an animal has been immu
nized against Infectious Bovine Rhinotrachei
tis (IBR), Parainfluenza? (PI3), and Bovine
Viral Diarrhea (BVD).

Horses
Note: If your animal has never been vaccinated against BVD,
it must receive one dose of modified live virus vaccine at least IS
days, or not more than 180 days before the show, or two doses of
killed vaccine two to four weeks apart with the last vaccine
given not less than 15 days and not more than 180 days from the
opening day of the show.
No tuberculosis test or brucellosis test is required for Pennsyl
vania cattle. For out-of-state cattle, a tuberculosis test is re
quired, and a brucellosis test is required if the state is not classi
fied as brucellosis-free.
An “Animal Owner or Caretaker’s Verification of Veterinar
ian-Client-Patient Relationship Form” must be presented upon
arrival at all shows and fairs in Pennsylvania, including out-of
state entries.
An official Certificate of Veterinary Inspection must accom
pany the sheep to the show and be available at all times for ad
ditional inspections.
Purebred animals must be identified by registry name and
number corresponding to the ear tag or tattoo number. Grade
animals must be identified by a farm-flock number, which corre
sponds to the ear tag or tattoo number.
Flocks must be examined within 30 days of the opening date
of show. The veterinarian who has examined the entries and the
flocks from which they come must certify on the Certificate of
Veterinary Inspection that he has found no evidence of trans
missible disease and to the best of his knowledge, no exposure
thereto and the animals are not subject to any quarantine re
strictions.
The owner and an accredited veterinarian must provide certi
fication stating that the identified animal is not known to have
been exposed to Scrapie.
Dipping is not required of sheep from officially recognized
scabies free areas: all other sheep must be dipped in an officially
permitted solution within 10 days of the opening date of the
show.
All sheep except wethers must bear an official USDA/APHIS
eartag to be exhibited at the show. Sheep from flocks on the Vol
untary Scrapie Eradication program must bear the official tag,
tattoo, or electronic ear implant.
An “Animal Owner or Caretaker’s Verification of Veterinar
ian-Client-Patient Relationship Form” must be presented upon
arrival at all shows and fairs in Pennsylvania, including out-of
state entries.
An official certificate of veterinary inspection must accompa
ny all swine and be issued within 30 days of the opening date of
the show.
For Pennsylvania swine, a pseudorabies test is required, but a
brucellosis test is not required.
All swine must be negative to a USDA approved pseudorabies
test conducted within 30 days of arrival at the show OR be a
member of a qualified Pseudorabies-Negative Herd. The Qualifi
ed Pseudorabies Negative Herd number and the date of the last
quarterly or monthly herd test must be on the Certificate of Vet
erinary Inspection. The certificate of veterinary inspection must
show this statement: Herd of origin has shown no evidence of
pseudorabies within the past twelve months.
For out-of-state swine: All breeding swine over 6 months of
age must be negative to a brucellosis test within 30 days of open
ing date of show OR originate from a validated brucellosis-free
swine herd.
An “Animal Owner or Caretaker’s Verification of Veterinar
ian-Client-Patient Relationship Form” must be presented upon
arrival at all shows and fairs in Pennsylvania, including out-of
state entries.
An official Certificate of Veterinary Inspection should accom
pany the animals and be available at all times for additional in
spections. Each animal should be individually identified on the
certificate.
All goats must have an official eartag or legible breed registra
tion tattoo.
All goats except wethers must bear an official USDA/APHIS
ear tag to be exhibited at the show. The only exceptions are
those goats that have a registration tattoo and have been coded
with a premise I.D. number.
Neither tuberculosis nor Brucellosis tests are required.
Poultry/Pigeons
An “Animal Owner or Caretaker’s Verification of Veterinar
ian-Client-Patient Relationship Form” must be presented upon
arrival at all shows and fairs in Pennsylvania, including out-of
state entries.
A Certificate of Veterinary inspection must be presented upon
arrival and be available for further inspections.
All entries of live poultry, whether for exhibition or education
al purposes, shall be accompanied by a declaration or
certification from the owner or exhibitor that to the best
of his/her knowledge, the poultry entries and source
flock are free from any evidence of transmissible dis
ease.
• This certificate or declaration must contain the
date of pullorum disease blood testing as well as the
name and address of the owner/exhibitor, the name and
location of the show, and identification information for
each bird to be exhibited.
Exhibit animals must originate from a flock in which
a minimum of twenty birds four weeks of age or older
were tested serologically negative for avian influenza
within sixty days of shipment. The shipment must be ac
companied by the test report. Health certificates of Pull
orum eradication must be completed and accompany
the fowl entries. Pennsylvania flocks must be from home
flocks vaccinated for Laryngotracheitis (LT) no more
than one year and no less than thirty days before the
opening date of the exhibition. Note: The LT vent brush
vaccine must never be used. Use a tissue culture LT in
traocular administration vaccine only.
After returning from show, all birds that were exhibi
ted should be isolated from the rest indefinitely, or at
least until it has been established that the birds are not
carriers of disease producing agents.
Exemptions
While the new law is applicable to all agricultural
fairs as defined above, the new law is not applicable to
some agricultural events, including:
• An event sponsored by an agricultural organization
and held not more than two days per year.
• An event authorized by a farmer to permit individ
uals to view or have contact with the animals a farmer is
raising in the course of normal agricultural operation.
• An event performed or authorized in the normal
course of operation of an equine boarding, riding, or
training exercise by the person who owns the enterprise.
