Program Unveiled At York Co.

(PLNA) and Senate Agriculture
and Rural Affairs Chairman
Mike Waugh (R-York) unveiled
the Small Business First Pro
gram (SBF) and Machinery and
Equipment Loan Fund (MELF)
during a press conference
Thursday, Feb. 27, at Shiloh
Nurseries, Inc. in Emigsville, Pa.
The programs provide agribu
sinesses with an opportunity to
qualify for low-interest loans for
the purchase of equipment,
land, buildings, and machinery.
It also provides for lower inter
est rates if loans are filed within
nine months of a natural disas
ter, such as the drought of 2002.
The legislation, which was
signed into law last year, was
originally introduced by Senator
Mike Waugh.

Prior to the passage of bi
partisan supported legislation,
business and organizations were'
required to create jobs to be eli
gible to qualify for the SBF and
MELF loans granted through
the Department of Community
and Economic Development. In
addition, no consideration was
given to the impact of natural
disasters, such as drought, and
the need for loan assistance fol
lowing such devastating events.
