    Farm Bill Discussed At Ag Issues Forum

has noted “the complex interplay
between good public policy, poli
tics, and legislative design... it
makes for an interesting law
making process,” he said.
“We went into the Farm Bill
with a lot of people calling for
very basic, fundamental re
forms,” he said. “We ended up
with a commodity program that
didn’t change all that much.”
The net farm income, he said,
was not expected to grow signifi
cantly during the years of the
bill’s implementation.
“How did we end up with a
Farm Bill that hasn’t changed all
that much?” he asked. “The feel
ing is that this was not so broke
that it was worth making major
reforms.”

ity Incentives program (EQIP).

pay for a comprehensive nutrient
management plan, waste man
agement system, soil testing, or
implementing soil erosion prac
tices.
EQIP funds are split 60/40 be

However producers wouldn’t
have gotten the same amount of
money if they hadn’t gone to rep
resentatives and asked for money
to be put into the EQIP program,
he said.
