Multi-State Nursery, Greenhouse Film Recycling Program Announced By N.J.
BORDENTOWN, N.J.
New Jersey’s 2002 nursery
and greenhouse film collec
tion and recycled program
will be held for the sixth year
in a row. This year’s program
has been modified from pre
vious years.
The most significant
change is the program has
been expanded to include col
lection of nursery and green
house film from out-of-state
growers. Participating
growers can take their fdm to
two collection sites in
Cumberland County, East
Coast Recycling in Millville
and the Cumberland County
Improvement Authority in
Deerfield, or the collection
site located in Burlington
County, the Occupational
Training Center in Mt. Holly.
According to S. Howard
Davis, executive director of
the New Jersey Nursery and
Landscape Association, New
Jersey’s film recycling pro
gram “has been extremely ef
fective and a great service to
our members.” To date,
about 1.8 million pounds of
film generated by New Jersey
growers has been kept out of
landfills and recycled for
other uses.
Last December, Davis at
tended an agricultural plastic
recycling forum sponsored by
Penn State University. Rep
resentatives from Canada,
Pennsylvania, New Jersey,
Virginia and Maryland con
vened in Harrisburg to dis
cuss ways to recycle the
various types of plastics gen
erated by agriculture.
New Jersey’s representa
tives received positive feed
back from the other state
participants about the
Garden State’s film recycling
program and decided New
Jersey’s program could serve
out-of-state growers in close
proximity to its state line.
The volume of film recycled
should increase an estimated
10-15 percent by opening up
the program to out-of-state
growers. New Jersey will
serve as the first multi-state
nursery and greenhouse film
recycling program in the
nation.
Each film collection site
has specific procedures that
must be followed when film is
transported to the site. In ad
dition, each site has its own
collection dates and tipping
fees. Any grower. New Jersey
or otherwise, interested in re
cycling their used nursery or
greenhouse film should con
tact the collection site to
determine the particular pro
cedures that must be fol
lowed.
According to the New
Jersey Department of Envi
ronmental Protection’s
Bureau of Hazardous Waste
Regulations, the vehicles
used to transport the green
house and nursery film intra
or interstate are not required
to be licensed by NJDEP so
long as the used film is trans
ported directly to one of the
three collection sites partici
pating in New Jersey’s agri
cultural film recycling
program.
Both white and clear nur
sery film and clear multi
season (two-year, three-year,
and four-year) greenhouse
covers can be recycled. Film
must be free of lathing, sta
ples, and saran. Loads con
taining other agricultural
plastics such as bags, mulch
film, shrink film, stretch film
or ground cover film, will be
rejected at the collection
sites. New Jersey growers
have done a tremendous job
of maintaining good quality
control on the film they recy
cle. Out-of-state growers
must implement the same
quality control measures to
insure the integrity of New
Jersey’s film-recycling pro
gram.

from all debris including
wood, shrink wrap, nails and
any other material foreign to
said film.
• Film that is dirty or not
properly prepared will be re
jected.

East Coast does not have a
weigh scale on site; therefore,
all deliveries must have a
light and heavy weight ticket
for the material to be recy
cled. Deliveries not accompa
nied by a weigh slip will be
rejected.
