Adams County 4-H members
were honored recently at the
annual 4-H Achievement Night,
sponsored this year by the Cash
town Lions Club.
Edmund Miller, Lion’s Club
contact, coordinated the evening
with Darlene Resh, 4-H exten
sion agent.
Memorial awards were pre
sented to the following: Emily
Black, Aspers, received the Mrs.
Edward Snyder Clothing
Award; Kara Johnston, Gettys
burg, received the Robert Lott
Leadership Award; Cami
Topper, New Oxford, received
the Clue Meyerhoffer Citizen
ship Award; Chris Jeffcoat, Lit
tlestown, received the Larry
Feeser, Sr. Swine Award; Angela
Sowers, Gardners, received the
Lois Smith Gardening Award;
Katie Martin, Orrtanna, re
ceived the William Miller
Award; Shannon Holtzinger,
East Berlin, received the Rose
Murren Award; Bert Martin,
Orrtanna, received the ABC
Williams Award; Jonathan
Murren, New Oxford, received
the Robert Heltibridle Award;
Julie Sowers, Gardners, received
the Olwyn Weant Fashion
Revue Award; and Josh Buck
ley, Abbottstown, received the
Frederick J. Rarig Award.
4-H members received recog
nition in the 4-H National Rec
ognition Award Program. The
award was based upon the mem
ber’s comprehensive record of
activities in 4-H and their excel
lence within the specific pro
gram area. Senior recognition
award winners were Jonathan

STB Proposal
WASHINGTON, D.C. The
USDA recently announced that
it has submitted comments to
the Surface Transportation
Board (STB) regarding its pro
posal to require consolidated fi
nancial reporting by commonly
controlled U.S. railroads and
railroad-related affdiates.
Although agreeing that con
solidated reporting would have
some benefits, Michael V. Dunn,
under secretary for marketing
and regulatory programs, ex
pressed concern that consoli
dated financial reporting could
have adverse effects on smaller
railroads serving rural areas.
“Consolidated reporting of fi
nancial data could result in the
reclassification of smaller rail
roads as either Class I or Class
II railroads, which would
greatly increase their reporting
requirements, as well as impose

Josh Ramsburg, Gettysburg;
Andrew Reinecker, York
Springs; Jessi Leister, Bigler
ville; Ashi Day, Littlestown; and
Janel Keller, Gettysburg.
Four 4-H members were
awarded the “I Dare You”
Leadership Award. The award
honors 4-H teens for excellence
in character, balanced personal
development, and leadership
potential. Those receiving the
award were Erik Long, New
Oxford; Vince Gilbert, York
Springs; Molly Van Lieu, East
Berlin; and Amanda Clowney,
Gettysburg. Each recipient re
ceived a copy of William H.
Danforth’s book “I Dare You!”

they have preserved rail service
to agricultural and other re
gions, smaller railroads are often
only marginally profitable since
they typically operate lines
having lower railcar traffic den
sities. Increased regulatory bur
dens could affect their ability to
continue serving rural areas.”
The STB is considering
changing the reporting rules to
ensure conformity with Finan
cial Accounting Standards
Board Statement Number 94
and to ensure uniformity and
consistency of reports. In addi
tion, the STB believes consoli
dated reporting would allow it
to obtain more meaningful and
accurate information on major
rail systems operating in the
U.S. than can be obtained from
separate reports from individual
affiliated railroads.
