Lauded By District
MOUNT GRETNA (Lebanon
!o.) The Lebanon County
Conservation District recog
nized six individuals for out
standing conservation efforts in
Lebanon County at the district’s
annual planning meeting and
awards banquet.
Special guests, volunteers,
and award winners were invited
to celebrate in the conservation
district’s 51 years of accomplish
ments.
During the banquet, special
recognition was awarded to two
farmers, an educator, a rails-to
trails activist, a watershed vol
unteer, and a long-time
conservation district employee.
Clean Water
Farm Award
Charles and Marlene Bom
gardner were recognized for
their efforts in soil and water
conservation on their 97-acre
farm in North Annville Town
ship.
The Bomgardners became
cooperators with the district in
1993 and have continued the
family tradition of conservation
farming. The Bomgardners
practice contour strip cropping
with rotations that include use
of no-till, minimum tillage,
cover crops, and residue man
agement.
Twenty-acres of more credi
ble land is left in permanent hay
and woodland. The Bom
gardners have cooperated with
Penn State Extension in con
ducting field trials. The farm
was preserved in 1993 through
the county’s agricultural land
preservation board and is per
mitted for environmentally safe
recycling of biosolids.
While not required, the Bom
gardners volunteer to follow a

Robert “Flynn” Barnett of
Fredericksburg was named Con
servationist of the Year for his
volunteer efforts in cooperating
with numerous landowners
within the Swatara Watershed
to implement a variety of prac
tices to stabilize streambanks
and improve water quality.
Barnett has been a member of
the Quittaphilla Watershed As
sociation Steering Committee
board member and co-chair of
the Resource Management/Pro
tection Committee of the Doc
Fritchey Chapter of Trout Un
limited, and board member for
the newly formed Little Swatara
Watershed Association. He ac
tively participated in restoring
and stabilizing eroded stream
banks with vegetation and fenc
ing and has worked with the
Quittapahilla Watershed Asso
ciation and the “Adopt-A-
Stream Program” of the
Pennsylvania Fish and Boat
Commission to install fish habi
tat enhancement structures such
as deflectors in. the Quittapahilla
Creek.

School, was awarded the dis
trict’s Educator of the Year
Award.

Senior High School.
Heister challenged his 21
honors biology students to do a
stream study investigating the
effects of acid mine drainage on
the Stony and Rausch Creek
watersheds. The conclusions in
cluded in a 40-page report were
presented at a meeting of the
Swatara Watershed Association.
Heister also serves as the high
school Envirothon adviser, edu
cating students in soils, wildlife,
forestry, aquatics, and a current
environmental issue before com
peting among other high schools
in a county event. Through his
teaching, clubs, and personal ac-
tions, he has done a great deal to
promote awareness of environ
mental issues and fostered ex
citement in his students about
protecting our environment.

Of The Year
The Stan Bucher family of
south Annville has been chosen
to receive the Landowner of the
Year Award.
The Buchers (Stan, his wife
Cindy, and children Rachel and
Matthew) are a conservation
minded family whom have a his
tory of sound soil and water
stewardship on their 116-acre

Stan’s father Leroy signed the
farm up as a conservation dis
trict cooperator in 1959. Fifteen
years ago, before the value of
fencing livestock out of streams
was well known, the Bucher’s
fenced off Bachman Run to pro
tect the stream from their cows.
In 1999, they worked further
with the Quittaphilla Watershed
Association through a
Watershed Restoration Assist
ance Program grant to complete
their streambank fencing and
livestock crossing projects.
