USDA Solicits Petitions
To Amend Substance List
In Organic Farming
WASHINGTON, D.C. The
U.S. Department of Agriculture
invites interested parties to peti
tion the National Organic
Standards Board (NOSB) to
amend the proposed National
List of Allowed and Prohibited
Substances (National List). Peti
tioners may recommend sub
stances for inclusion on or
removal from the National List.
The proposed National List is
a part of the March 13, 2000,
revised National Organic Pro
gram (NOP) proposal. The Na
tional List is developed by the
NOSB, through consultation
with outside experts, and for
warded to the Secretary of Agri
culture for approval.
The National List identifies
substances that may or may not
be used in organic production
and handling operations. Specif
ically, the National List identi
fies those synthetic substances
that may be used and the non
synthetic substances that cannot
be used in organic production
and handling. All amendments
to the proposed National List of

NOSB,” said Kathleen Merri
gan, administrator of USDA’s
Agricultural Marketing Service.
“Amending the National List
should be a continuous process
that reflects the latest body of
knowledge available to the
NOSB.”
The NOP, NOSB, and the Na
tional List are established under
authority of the Organic Foods
Production Act of 1990. The act
directs USDA to establish na
tional standards governing the
marketing of agricultural prod
ucts as organically produced.
The program’s primary benefit
is assurance to consumers that
those products meet a consistent
standard, thereby facilitating
commerce in fresh and pro
cessed organically produced
food.
