hands-on program for teachers
from K-8. The program allows
teachers to integrate agriculture
into the existing curriculum.
Participants are provided with
learning resources they can
bring back with them to apply in
the classroom.

thing until the day I die’ ap
proach,” he said. Too many
farm owners are never willing to
give up control.
Goodley recounted the story
of one farmer who was in his 80s
who decided to give up the farm
to his son in his 50s. “The son
was too old to buy the farm,”
said Goodley.
In other cases, the farm is sold
to pay for nursing home ex
penses. Though some are too un
comfortable to be thinking about
death, avoiding the discussion
about the transfer is not a good
idea.

the transfer of the business in
some increments early enough
until retirement when there is
not much of the estate left to
worry about. There are a variety
of ways that advisers such as

To help ease the
issue of farm estate
transfers, U.S. Rep.
Joseph R. Pitts (R
-16th) this week intro
duced a pair of
antisprawl bills. One is
the Open Space Pre
serving Act that would
eliminate the 20 per
cent capital gains tax a
farmer must pay when
he sells his property.
The other is the Farm
land Preservation Act,
which would exempt
farm children from
paying federal inheri
tance tax (often as
high as 55 percent) on
the parent’s farm.
Both laws would
apply only to farms
that are preserved.
Farms in 43 Penn
sylvania counties, in
cluding Lancaster,
Chester, Berks, and
Lebanon, would be eli
gible.

Last week Sen.
Noah Wenger (R
-36th) announced a
measure that would
cut Pennsylvania’s in
heritance tax by $lOO
million, approved by
the state finance com
mittee. Wenger at
tended a recent
Harrisburg rally, join
ing farmers and other
citizens to encourage
legislators to bury the
death tax.
“Our common
wealth has the second
highest inheritance tax
rates in the nation,
which drives older
people to retire in
other states and forces
descendants to sell
family farms and fam
ily-owned businesses,”
Wenger said. Senate
Bill 6 represents the
first step toward phas
ing out the tax, he
said.

tive director of the
Chester County De
velopment Council,
spoke about the Next
Generation Farmer
Loan Program. In ad
dition, several bank
and preservation rep
resentatives spoke
about ways to finance
the transfer at the
Pennsylvania Farm
Link Workshop.
