The state industry group representing more than 800 dairy farm families says that practical on-farm ex -1» - ..£) Dairy Industry Calls for Producer Input on Maryland's Nutrient Management Regulations perience is necessary in order to draft state regulations that pro tect both producers and the state’s natural resources. MDIA was reacting to the Maryland De partment of Agricul ture’s (MDA) proposed regulations that require the state’s agricultural producers to develop and imple ment nutrient man agement plans for their farms. The asso Lancaster Farming, Saturday, March 11, 2000-MS ciation convened a task force of produc ers, academic, and Ex- tension officials to review and prepare comments on MDA’s recently published draft of proposed reg ulations. “Maryland’s prox imity to urban centers and the Chesapeake Bay makes our nu trient management proposals unique among our sister states,” says Myron L. Wilhide, a third generation dairy pro ducer and president of the Maryland Dairy Industry Association. “We believe that com prehensive cost sharing, easy access to qualified advisory per sonnel, and practical producer input are critical to developing an acceptable nutrient management plan.” MDIA’s recommen dations to Royden Powell, the Maryland Department of Agri culture’s assistant sec retary for resource conservation, empha sized these points: • Maryland Depart ment of Agriculture should appoint a pro ducer/advisory com mittee to have input in and oversight of the state’s Nutrient Man agement Manual regu lating on-farm plans; • Nutrient manage ment plans should be farm-specific, encom passing size, manage ment history, and economics of that op eration; • Maryland Depart ment of Agriculture should be the primary and regulatory author ity on nutrient man agement plans, not environmental agen cies; • Adequate cost sharing and/or finan cial assistance, as well as professional coun sel, should be made available to producers for state-required nu trient management plans; • Nutrient manage ment plans should in clude assistance for any required off-farm storage, transporta tion, and disposal of manure; Maryland is requir ing dairy and other producers to review and comment on pro posed nutrient man agement regulations no later than March 15,2000.
