HARRISBURG (Dauphin Co.) -
The House of Representatives
recently approved legislation
introduced by Sheila Miller (R
-129) that encourages the use and
development of environmentally
sound and affordable methods of
managing manure and other ani
mal by-products.
“By-product management is
one of the most important aspects
of modern farming,” Miller said.
“These technologies can turn
waste into energy, pathogen-free
fertilizers and animal feed sup
plements, all of which help farms
operate more efficiently and keep
the environment free of potential
air and water pollutants.”
The Agricultural By-Product
Technology Act requires the
Department of Agriculture to
evaluate new management prac
tices and promote the education
and use of those practices

“Many farmers are anxious to
try new technologies, but getting
started can be costly,” Miller said
“Grants and loans will give them
the help they need to put these
technologies to use, and the eval
uations will help them determine
what type of technology might be
most effective at their farm.”
House Bill 1757 also creates the
Agriculture By-Product Technology
Board,which would work with the
Department of Agriculture to
research and evaluate new tech
nologies. Additionally, the board
would be responsible for assess
ing regional manure and by-prod
uct reduction needs and for
encouraging cooperation among
the agricultural community,
industry and local government
regarding the use and develop
ment of the new technologies
