Special honors went to 10 contestants based on their exceptional construction skill, fit, appropriateness, modeling, and poise. Tanisha Seibert, 18, daughter of Edward and Barbara Seibert of Hershey, received the top score and was selected to parti cipate in the 1999 national 4-H Fashion Revue at the National 4-H Congress to be held in Atlanta, Georgia, November 27- December 3. She made and mod eled a plum satin and chiffon off the-shoulder gown of her own design. Melanie Snyder, 15, also mod eled a formal gown of navy and cream crepe.
