Horse Progress Days Coming To Kinzers
KINZERS (Lancaster County)
- What started five years ago on
Elmer Lapp's farm near White
Horse in Lancaster County, has
become a major attraction for
Amish' farmers and other small
farmers who till acreage with
horses or mules and want to know
where to find equipment and parts
for these horse-drawn
implements. Called Horse
Progress Days, and patterned after
the big Ag Progress Days held in
Centre County each year on the
Penn State research farm at
Rockspring, this show is designed
to show all the new equipment
that is manufactured for use with
horses by small Amish
manufacturing plants in Indiana,
Ohio, and Pennsylvania.

After having Horse Progress
Days m Indiana for two years and
Ohio for two years, the show is
scheduled to be held back in
Lancaster County for the next two
years at the Rough and Tumble
Museum grounds at Kinzers
located along Route 30 This year,
the show is set for July 2 and 3.
According to Elmer Lapp,
well-known draft horse
enthusiast, and founder of Horse
Progress Days, two nearby farms
have been reserved for field
demonstrations of horse-drawn
equipment. In addition, 60 to 70
horses will be working, and a 12-
mule hitch will pull a 4-bottom
plow More than 40 exhibitors
with draft horse wares will be at
the show.

HARRISBURG (Dauphin
Co.) Treasurer Barbara Hafer
said this week that
Pennsylvania fanners who file
claims for liquid fuels tax
refunds will have only one form
to fill out this year.
Hafer, who chairs the Board
of Finance and Revenue, said
“the form this year combines the
two forms that had been needed
to claim refunds for liquid fuels
and fuels use tax, and the oil
company franchise tax.”
Claim forms were to have
been mailed Friday, June 18 and
must be returned, postmarked,
no later than Sept. 30.
“Applicants should be aware
that the board has moved its
office and the forms are to be
mailed to: Board of Finance and
Revenue, Motor Fuels Section,
1101 S. Front St., Suite 410,
Harrisburg, PA, 17104-2540,”

Tax Refund
The treasurer explained that
any person who uses liquid fuels
in the actual production of agri
cultural products is eligible for
the refunds.
On this year’s claim form,
farmers will be asked to list the
type of agriculture in which they
engage, for instance, dairy, cat
tle, fish, poultry, etc.
Treasurer Hafer reported
that last year “board staff
processed 9,281 claims and paid
$3,049,695 in refunds. The aver
age claim was $329, with indi
vidual claims ranging from
$4.50 to a high of $9,977 paid to
a farmer in Chester County. The
refunds paid are 25.9 cents per
gallon for gasoline and 30.8
cents per gallon for diesel and
kerosene,” she said.
Each claim must include
copies of paid receipts or a state
ment from the fuel dealer that
indicates the number of gallons
purchased, purchase dates and
verification that the state taxes
(liquid fuels and fuel use) were
paid.
